STAFF REPORT
In 1984, the Board of Water Commissioners, by motion, approved
the purchase of land from the Bureau of Land Management. At
the request of the Bureau of Land Management, former Mayor W.
R. "Bob" Holcomb signed a "certificate of eligibility"
attesting that he was the officer of the City of San
Bernardino authorized to purchase the land. The Bureau of
Land Management has requested further documentation that the
Mayor was in fact the agent authorized to sign the certificate
of eligibility. The attached resolution ratifies the
signature of the former Mayor and is designed to satisfy the
request by the Bureau of Land Management that the former Mayor
was authorized to sign the document at that time.

RESOLUTION NO.
2 RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING AND
RATIFYING THE EXECUTION OF A CERTIFICATE OF ELIGIBILITY FOR THE
3 PURCHASE OF LAND FROM THE BUREAU OF LAND MANAGEMENT FOR THE WATER
DEPARTMENT.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. The execution by the Mayor of the City of San
7 Bernardino on behalf of the City of a certificate of eligibility
8 for the purchase of land from the Bureau of Land Management for
9 the Water Department is hereby ratified and approved. Said
10 certificate was signed on October 26, 1984, a copy of which is
11 attached hereto, marked Exhibit -A- and incorporated herein by
12 reference as though fully set forth at length.
