The agreement provided that the Ci ty act aSlead agency in the preparation of the plans, environmental review and in determining the funding requirements for the improvements. Staff requested proposals from eight Engineering firms to perform the required design. The City and the County conducted oral interviews with the firms that were interested in performing the work and began negotiating a final agreement. The proposed agreement provides basic services for $11,500.00 and has provisions for supplemental services, if required (see agreement for additional details). Funding for this phase of the work was on a 50% share between the City and the County with a not-to-exceed figure of $55,000.00 each. Staff is satisfied that the attached agreement and costs are fair and equitable and represent a reasonable cost for the services performed, The City's share will be 50% of the services provided ($5,750.00 City portion). The Plans and Specifications are required in order to obtain accurate cost information for the construction and proceed with identifying funding levels and sources. Completion of the Tippecanoe Avenue Bridge over the Santa Ana River will increase the traffic load between the freeway and Norton Air Force Base, and the improvement of the box culvert and the railroad crossing remain the only missing portions of the fully developed roadway. Work is presently in progress for the improvement of the railroad crossing and it is hoped that all construction work can be completed in the near future. Therefore, it is Staff's recommendation that the Resolution authorizing the execution of the Agreement for Professional Services be adopted by the Mayor and Council. 2 75-0264
