1. WATER DEPARTMENT REPORT - Mr. Wessell reported on
sewage plant emissions and the Water Department's responsi-
bility and liability. A new rule requiring higher emission
standards (Rule 1110) has been adopted by the Air Quality
Management District which stipulates the possibility of a
$1000 per day fine for violation. The Water Department does
have old engines that do not meet the standards but has taken
action by submitting plans to Air Quality Management District
which should be accepted until new equipment is on line.
There is no litigation or pending information regarding
litigation in this matter. The Committee is to be informed
as changes or actions occur. Mr, Wessel stated that he had no
doubt that the Air Quality Management District would approve
the Department's plans submitted and that the chances are
virtually "nil" that the City would be fined by AQ~ID.
2. HANDICAPPED QUALITY OF LIFE PROGRAM ENHANCEMENTS-
Mr. Robert Neves made a presentation regarding a "Blue Crew.
team that would involve handicapped people working for/with
Public Buildings Department to cite violators in handicapped
parking spaces. The Committee endorsed the concept and asked
that staff coordinate with Mr. Neves and City Administrator
to provide a concrete proposal and bring to the Council. The
Committee also recommended that the Council direct the
Commission for Disabled Persons to make a study of the number
of handicapped parking spaces required in the City. Mr.
OVerstreet and Mr. Neves will review all the public building
surveys, analyze requirements and staff will cost them. The
Committee recommended that the Mayor fill the Design Review
Commission vacancy with a member from the Commission. The
Committee recommended that the City Administrator brief the
City Engineer, Planning Director and Building and Safety
Superintendent and provide a memo to Design Review Commission
on Title 24. These departments should be aware of the
increased cost of retrofit methods versus design construction
mandates.

3. R-3 MULTI-PAMILY ORDINANCE AMENDMENT - Item
The Legislative Review Committee will be providing
mendation to the full Council within thirty days.
4. ARCHITECTURAL REVIEW BOARD - Item tabled. The City
Administrator will advise the Mayor that there is an Archi-
tectural Review Board and members should be appointed by the
Mayor.
5. SOCIAL SERVICE CONTRACT ANALYSIS BOARD Item
continued.
6. COMMUNITY DEVELOPMENT COMMISSION - PERSONNEL POLI-
CIES AND PROCEDURES - Item continued.
7. SPRINKLER ORDINANCE Item tabled. Legislative
Review Committee to make recommendation to the full Council
within thirty days.
