STAFF REPORT
Agency staff recently received a memorandum from Annie Ramos, Director, Parks,
Recreation and Community Services Department, in connection with a water
seepage problem at Mill Center (see attached memo). The water seepage problem
has apparently made the Center multi-purpose room unusable. The attached
memorandum details the corrective work necessary to remedy the problem and
related costs.
At its February 6, 1986 meeting, the Redevelopment Committee considered this
item and voted unanimously to recommend approval to the Mayor and Common
Council.
Adoption of the resolution by the Mayor and Common Council would authorize and
direct staff to reimburse the Parks, Recreation and Community Services
Department for expenses incurred relative to the corrective work at Mill
Center, at a cost not to exceed $2,000.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING
REIMBURSEMENT TO PARKS, RECREATION AND COMMUNITY SERVICES
DEPARTMENT FROM COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR
EXPENSES INCURRED FOR CORRECTIVE WORK AT MILL CENTER NOT TO
EXCEED $2,000. ,,' "
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The City of San Bernardino hereby appropriates a
sum not to exceed $2,000 from Community Development Block Grant
funds for improvements at Mill Center. The Executive Director of
the Redevelopment Agency of the City of San Bernardino is hereby
authorized and directed to reimburse, from Community Development
Block Grant funds, to the Parks, Recreation and Community
Services Department of the City of San Bernardino, a sum not to
exceed $2,000, for expenses incurred relative to corrective work
required at Mill Center. Reimbursement shall be made upon
presentation by the Department of Parks, Recreation and Community
Services of invoices and documentation satisfactory to the
Executive Director evidencing that such work has been done by
City forces, and detailing the expenses incurred therefor.

I am requesting that an appropriation of $2,000 from CDBG
contingency funds be designated for corrective work at Mi II
Center. The corrective work is intended to remedy the
problem of water seepage into the multipurpose room floor in
the new wing. This seepage has made this room virtually
unusable since the construction of the new wing. This
faci lity was a joint project between the City and County
util izing CDBG funds from both agencies for its construc-
tion. As there are no alternative funding sources avai lable
to us at this time I am asking for your assistance.
Corrective work wil I entail construction of a curb with a
moisture barrier immediately against the building to elimi-
nate the water source. A 4'x 748' sidewalk is also proposed
. to direct drainage away from the building. The majority of
work is intended to be done in-house.
This long standing problem has been a
for both the city and the community.
