STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Tuesday, 2-4-86.
A total of 6 bids were received, ranging from $23,603.50 to
$36,988.75. The low bid of $23,603.50 is 4.4% under the Engineer's Esti-
mate of $24,700.00.
Listed below is an estimate of the total project cost, based upon
the actual low bid price.

An amount of $24,700 has been approved by SANBAG from SB 821
Funds to finance the costs incurred for these improvements. The revenue
report from the State Controller, dated 6-30-85, shows an accrued balance
of $9,139 from other projects. This report has not been audited, but
there should certainly be a sufficient amount to provide the required
supplemental funds for this project.
We recommend that a contract be awarded to the low bidder.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT
3 0 REDLANDS PAVING, INC. FOR CONSTRUCTION OF SIDEWALK ON HIGHLAND
VENUE, EAST OF WATERMAN AVENUE AND BETWEEN ORANGE STREET AND PALM
4 AVENUE.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
AN BERNARDINO AS FOLLOWS:

SECTION 1. Redlands Paving, Inc. is the lowest responsible
7 bidder for construction of a publ ic project, to-wit:

Construc-
tion of sidewalk on Highland Avenue, east of Waterman Avenue and
etween Orange Street and Palm Avenue, in accordance with Plan No.
10 6858, for the total amount of $23,603.50. A contract is
warded to said bidder accordingly, but such award shall be
ffective only upon the contract being fully executed by the

13 parties; all other bids therefor are hereby rejected; and the
14 Mayor is hereby authorized and directed to execute said contract
15 on behalf of the Ci ty; a copy of the contract is attached
16 hereto, marked Exhibit "A" and incorporated herein by reference
17
as fully as though set forth at length.

SECTION 2. The City of San Bernardino shall not be
19 obligated by making this award unless and until the contract is
20 fully executed and no oral agreement relating thereto is intended
21 or authorized and should not be implied.
