Recommen<Jed motion:
That the City Engineer and City Clerk be authorized to proceed with initiating proceedings
for the establishment of an assessment district under the provisions of Chapter 12.90 of
the San Bernardino Municipal Code and that the City Engineer is directed to prepare on
Engineer's Report for the proposed maintenance of landscaping in the Irvington Subdivision
area in the City of San Bernardino.

STAFF REPORT
Subject: Formation of Landscape Assessment District
for State College Area and Verdemont Area
Date: January 31, 1986
The Director of the Departments of Parks, Recreation and Community Services,
Planning and Public Works/City Engineer request authority to initiate pro-
ceedings to implement a landscape assessment district. This district is to be
established in the area generally bounded by Kendall Drive on the south, Devil's
Creek Basin on the east, Little League Drive on the west and the forest boundary
on th e north.
The district will be established to maintain the landscaping along the major
streets in the area. The district will also be specifically authorized to
remove graffiti from walls which are visible from streets.
The district will benefit the area residents by guaranteeing the maintenance of
minimal aesthetic standard at minimum cost per landowner. The more recent
housing developments within the proposed district have been made subject to the
requirement to form a landscape assessment district as a condition of approval
of the project by the Planning Department. The other developments are generally
not subject to thi s requi rement. Because of the hopscotch of developments sub-
ject to this requirement, it has been difficult to actually put together a
district for the area. Presently, as many as fourteen different 'districts would
be requi red pursuant to project approval s. Each di stri ct would have its own
administrative costs and procedures.
It is anticipated that because of the large number of properties which would be
assessed, and the small area actually to be maintained by the district, that the
cost per household assessment would be in the area of $25.00 per year. For this
money, the area residents would enjoy an aesthetic standard along the public
right-of-ways that would enhance the value of their individual residences.
