DOWNTOWN PARKING STRUCTURE/TRANSIT TERMINAL COMPLEX - RDA presented location alternatives. The Committee will visit the Riverside, Long Beach and Santa Ana Terminals to get a better feel for location, design and operation. The trip is tentatively scheduled for February 11, 8:00 a.m. and will be coordinated by Phil Arvizo, Wes McDaniel and Omni- trans. RDA was tasked to put together a financing plan similar to the sewer rights plan. Additionally the City Administrator in consort with the City Attorney, Public Buildings Department and Parking Place Commission will look at what parking boundaries ought to be and the legality of changing the boundaries and/or modifying fees. 2. ENHANCEMENT OF FIXED ROUTES AFTER 5:30 P.M. - Item continued. 3. DIAL-A-RIDE/DIAL-A-LIFT SERVICES - Mr. Ray Schweit- zer presented a proposal to the Committee that will allow services to continue under the Dial-A-Lift name. The Commit- tee strongly recommended no diminishing services or hours in the City of San Bernardino. Before any change takes place, a plan should be developed in consort with the City Council to spell out Omnitrans subsidy and full marketing program. The City Administrator will place this item on the agenda for February 3rd Council Meeting. Meeting adjourned to the call of the Chairman. Schweitzer, Deputy City Administrator SUBJECT: Dial-a-Ride/Dial-a-Lift DATE: January 28, 1986 (6603) COPIES: John Matzer, Jr., Robert Chafin ------------------------------------------------------------- The current Omnitrans proposal to cut service in the east valley is essentially as follows: I. Bloomington's DAR would be cut 156 hours to 2914. 2. Colton's DAR would be cut 1,894 hours to 2,914. 3. That essentially means that the City of San Bernardino would actually be getting 1,094 more hours with the shift from DAR to DAL. (Please remember that DAR rnYat meet a 20% fare box ratio while DAL must meet only a 10% ratio). r have requested a series of charts showing various rates required to meet the various ratio (which I will present to you (your schedule permitting) before the public hearing on February 5. The bottom line, I believe, is since 86% of the ridership is elderly and handicapped (E&H) in the San Bernar- dino system and the ratio required is only a 10% fare box ratio, we ~QIDID~ng_~_1QQl_~~ift_~Q_Pjgl=A-Lift! Further, I had to vote against the proposal simply because the Omnitrans staff recommend the curtailment of any Sunday service (DAR). Please see Enclosure II that shows the Sunday origin and destination of the present Sunday passengers. It would appear that with a shift to DAL on Sundays and heavy advertising (similar to the "Van Go" in the west valley), INTEROFFICE MEMORANDUM: 8601-615 Dial-a-Ride/Dial-a-Lift January 28, 1986 Page 2 that the 10% fare box ratio present three vans. I presented my arguments to the City Council Transportation Committee (Councilman Marks, Frazier and Estrada).
