The property owner resides in Riverside, CA. Staff informed Mr. Hernandez that the $5D,OOO appropriated by the Mayor and Common Council for FY85 demolition activities had been specifically earmarked for demolition projects occurring within the boundaries of the City's Enterprise Zone, but that $13,684 remained in the demolition account from a prior year allocation. These funds could be used to demolish the above referenced struc- tures if the Council so chose. Mr. Hernandez sent a memorandum to the Executive Director requesting assistance and also asked that the matter be considered by the Redevelopment Committee (attached). At the January 15, 1986 meeting of the Redevelopment Committee, the Committee considered this matter an an off-agenda item. Staff reported that the Building and Safety Department had gone out for bid on both structures (with the bid already awarded on the structure at 1375) and the Department was awaiting the bids on the structure at 1387 Rialto Avenue. Councilman Hernandez indicated he had received a verbal bid from Duncan Construction for both structures totaling $3,500. However the bid for 1375 Rialto Avenue has already been awarded to Duncan for $1,970. After considering the above information the Committee decided to recommend to the Mayor and Common Council that the request to demolish structures located at 1375 and 1387 Rialto Avenue utilizing CDBG funds be denied and the process for demolition as administered by the Building and Safety Depart- ment be followed. 75-0264 C I T Y 0 F SAN B ERN A R DIN 0 INTEROFFICE MEMORANDUM 8601-902 TO: Glenda Saul, Executive Director, Agency FROM: Council Office, Ward Three Redevelopment SUBJECT: 1375 & 1387 Rialto Avenue DATE: January 14, 1986 (6589) COPIES: Mayor & Building & Safety I need some demolition funds in order to eliminate a serious blight and potential health and safety hazard in my Ward. The problem is at 1375 and 1387 Ria1to Avenue, where two, older, vacant homes exist. I have received numerous complaints from residents and businesses in the area regarding these homes. I have spoken to the owner, who resides in Riverside, and he has agreed to allow the City to demolish the structure if City monies are used and is at no cost to him. If the City does not agree then he is willing to board the homes up. I would prefer we use Community Development funds and eliminate the problem as soon as possible. Will you please discuss this matter with Building & Safety and get back to me as soon as possible? I would like to have this item placed on the Council Agenda for the meeting of January 21, 1986.
