The motion also instructed staff to confer with other Enterprise Zone applicants to ascertain their planning costs associated with the Zone. Once the results of the study are compiled, a full report will be presented for your information. 75-0264 1130K/SL 1/21/86 10 111 12 13 14 15 16 17 18 il RESOLUTION NO. 1 2 3 4 RESOLUTION OF THE CITY OF SAN BERNARDINO DETERMINING THAT ADOPTION OF THE ENTERPRISE ZONE WILL HAVE IMPACT UPON THE ENVIRONMENT FROM GROWTH STANDPOINT, BUT THAT OVERRIDING CONCERNS JUSTIFY PROCEEDING WITH THE PROJECT DESPITE IMPACT OF GROWTH. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 5 6 SECTION 1. Findings. The Mayor and Common Council do find as follows: 7 8, 1 9 A. The Enterprise Zone Environmental Impact Report/ Environmental Impact Statement has been approved by the City of San Bernardino this 21st day of January, 1986. B. The Environmental Impact Report/Environmental Impact Statement evidences that one impact of the adoption of the Enterprise Zone as a project will be growth, which will not be mitigated by the project and which is not capable of mitigation. C. Growth is one of the desirable aspects of the Enterprise Zone, and is one of the intended consequences thereof. Growth is not a negative or harmful impact where, as here, the impact will result in an underdeveloped area. 19 D. The substantial economic benefits to be derived by the 20 21 22 23 24 businesses, industries and residents of the Enterprise Zone outweigh any detriment which might arise from the impact of growth within the Enterprise Zone. The prospects of such improved economic climate greatly offset any harm which might result from the growth induced by the Enterprise Zone, and it is 2Cl found and determined that such economic benefits greatly override 2G any concern for the impact of growth upon the Enterprise Zone 27 , 1 2/\ area. / / / / / / / / j?-- 57 10 11 12 13 14 15 16 17 18 20 21 22 23; 24 !I E. The Environmental Impact Report/Environment Impact 1 i 2 3 4 5 6 Statement identifies population growth as an area of concern, but also recognizes that improvements in public service are contemplated as part of the Enterprise Zone project, and any impact is thereby mitigated, and any adverse environmental 7 effects may be and are hereby determined to be acceptable. SECTION 2. Implementation. The Mayor and Common Council do therefore conclude: 8 !J A. The impact of growth upon the area included within the Enterprise Zone is recognized as an impact not capable of mitigation, but that the economic benefit to the residents, businesses and industries located therein is of greater and overriding concern to the City, and justifies approval of the project notwithstanding any impact of growth. B. Growth is one of the desired impacts within this underdeveloped area of the City of San Bernardino. C. The Enterprise Zone should proceed despite the unmitigated effect of growth which will be induced by the EJ' Enterprise Zone. D. The City of San Bernardino hereby approves the Enterprise Zone as a public project.
