San Bernardino County Law Enforcement is JOlnlng forces with Riverside County
in forming a computerized fingerprint identification system with unlimited
access by local agencies.

RESOLUTION NO.
2 RESOLUTION OF THE CITY OF SAN BERNARDINO SUPPORTING THE
CALI.FORNIA IDENTIFICATION SYSTEM - REMOTE ACCESS NETWORK AND
3 AGREEING TO ENTER INTO A USER AGREEMENT WITH THE DEPARTMENT OF
JUSTICE THEREFOR.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
5 SAN BERNARDINO AS FOLLOWS:
6 SECTION l. Recitals.
7 ~. The County of San Bernardino and the County of RiYerside
8 are proposing to establish a regional California Identification
9 system for the purpose of funding and operating the California
10 Identification System using a remote access network which will tie
11 into the California state-wide identification system.
12 B. The City of San Bernardino recognizes that participation
13 in such a system will immensely aid in the identification of
14 suspects and in the deterrence of criminal activity.
15 SECTION 2. Implementation.
16 A. The City of San Bernardino hereby supports the
17 establishment of a California Identification System - Remote
18 Access Network for Riverside and San Bernardino Counties, and
19 urges the California Department of Justice to approve a region
20 consisting of Riverside and San Bernardino Counties to operate the
21 California Identification program in this area.
22 B. The City of San Bernardino does further commit itself to
23 entering into a California Identification System - Remote Access
24 etwork user agreement with the Department of Justice in the event
25 that such a program is approved by the California Department of

C. A copy of this resolution shall be provided to the
28 alifornia Department of Justice, to Sheriff Floyd Tidwell, and to
1 the County Boards of Supervisors of Riverside and San Bernardino
2 Counties.

procedures required to finalize the formation of the

BACKGROUND:
Ever since the advent of electronic data proceSSing, law
enforcement has dreamed of, and worked toward, utilizing

the speed and accuracy of the computer to search and match
the millions of criminal fingerprints within its
records. Now that dream we've worked so hard for has come
true, with the innovation of the Automated Fingerprint
Identification System (AFIS).
To put this system in action, the Governor has signed into
law Senate Bill 190, which allows local law enforcement
agencies, and local agencies forming Regions, to access the
State's fingerpri~tdatabase. However, local agencies
are limited to the number of searches they may access due
to the volume of information the computers can handle.
To assure that all law enforcement agencies of the State
will have the opportunity to join this new system, SB 190
includes $7,000,000 in State funds to pay 70% of local
agency cost of purchasing computer equipment required for
this system.
This new computerized system will benefit every community
and every citizen in California because it will increase
the speed and number of crimes cleared by arrest. This
clearance rate will double. It will double because now the
computer can do cold searches of both local and state
fingerprint records on cases that otherwise would be
considered at a dead-end.
Based on San Bernardino County Sheriff's Department 1983
figures alone, an additional 8,400 cases will be cleared
annually, and cleared faster, by this new system;
therefore, thousands of investigator hours and energy
will be focused on other crimes. Hundreds of additional
warrants will be served on individuals giving false names
but whose fingerprints were found by computer. Over $1
million in additional stolen property will be recovered and
returned to our victimized citizens.
In the correctional system, prisoners will be more
accurately and rapidly identified, thus increasing security
and decreasing the possibility of civil lawsuits.
REASON FOR RECOMMENDATIONS:
SB 190 guidelines divide local CAL-ID participation into
two groups: local agencies with less than 1,500,000
population and those with over 1,500,000 population. Those
with the smaller population can only acquire a computer
terminal to access a limited type of State criminal
fingerprint records. Those with the larger population can
acquire a mainframe computer and a number of terminals so

they can computerize and pool local criminalfinRerprint
records as well as access the State's limited records.
To qualify for 70t State financing for a mainframe
computer, and to be able to computerize and pool all
fingerprint records of all cities and two Sheriff's
Departments of both counties as well as access state
records, San Bernardino and Riverside counties can, under
SB 190 procedures, form a Region of over 1,500,000
population.
Riversi&e'County has already formed its' County RAN Board.
With your actions and their concurrence, we will move ahead
to form a Region.
In addition to a member of the Board of Supervisor,
District Attorney, and Sheriff appointments to the RAN
Board, the committee must include a police chief of the
city with the largest police force (San Bernardino), a
second police chief chosen by other police chiefs and
a mayor chosen by the mayors of cities within
our county. I have already contacted our local police
chiefs and have asked for their recommendation at their
next regular meeting, December 12.
The mayor representative is to be selected through the city
selection process. With your action today, I will request
an appointment be made through this process. These six
members, approved by you and the city police chiefs and
mayors, will appoint a seventh committee member-at-large.
When the committee is fully formed, I will notify you of
its total membership. This Committee will establish
policies and guidelines in regards to the funding and
operation of CAL-ID throughout San Bernardino County.
A Regional Board will then be formed, including ~ members
of each county board, chosen by its members, and a member-
at-large, chosen by the 6 members from the county boards.
This Regional Board will submit a Letter of Intent to
the State, indicating that San Bernardino and Riverside
counties will participate in the CAL-ID system as a
Region. The Region will then be eligible for about $1.4
million in State funds as a 70t reimbursement for a $2.0
million regional equipment cost. The local equipment cost,
about $600,000, and on-going operational costs, will be
assessed to the two counties in a manner agreed upon by the
Regional Board. Each county RAN Board will then determine
how its county ~pportionment will be divided among its
participating city and county agencies.

The computers will be purchased and the system will be
operational after July 1986. From my discussion with
officials in Riverside County and our own office at
Management Services, it was agreed that the mainframe will
be located and maintained by OMS. Each county will operate
its own terminal independently; however, local criminal
fingerprint records will be available to all cities and
county agencies within both counties.
REVIEW BY OTHER DEPARTMENTS:
1 have discussed this program and how it will be developed
with the Riverside County Sheriff and District Attorney's
Office and our own County's District Attorney, city police
chiefs, Office of Management Services, and County
Counsel. The State Department of Justice has given
approval to our plan to form a region.
FINANCIAL DATA:
There will be about $300,000 of local cost to each county
for initial purchase of computer equipment. Each County
RAN Board will be responsible for allocating these costs to
user agencies within its county. These costs could be
funded in 1986-87 or by a long-term funding program.
There will be an on-going operational cost for equipment
maintenance and personnel to input fingerprint
information. This cost, and how it will be paid for,
will be determined by the County RAN Board prior to the
1986-87 budget year.
