IOF SAN BERNARD._~O - REQUl.iT FOR COUNCIL AC.ION STAFF REPORT SB 300 Funds have been allocated for the rehabilitation/resurfacing of Del Rosa Avenue, from Eureka Street to 39th Street. Also, approval has been given for installation of traffic channelization facilities at the intersection of 39th Street. The west side of Oel Rosa Avenue is not fully improved with curb and gutter. A dirt berm has been erected in order to control the consider- able volume of storm water drained in Del Rosa Avenue. Extensive maintenance is required after every major storm to remove mud from the street paving and repair damage to the dirt ditch. Sidewalk has not been installed on the east side of Del Rosa Avenue. Therefore, pedestrians have no safe area for walking along this portion of Del Rosa Avenue. The optimum arrangement would be to have curb and gutter installed on the west side before the rehabilitation/resurfacing work, and channeliza- tion, is done. This would allow for the street to be fully improved at this time, and avoid creating a patch-work appearance when the work is done in the future. Installation of these improvements would increase the level of protection from flooding afforded to the properties on the west side of the street, eliminate the high level of maintenance required, provide a safe walking area, and improve the appearance of the street. An amount of $125,000 was allocated in the 1985-86 Street Construction Fund Budget for widening Highland Avenue, east of Boulder Avenue. This widening will accommodate the additional traffic generated by a proposed de- velopment. However, the widening has not been started, since the development is still being processed. Funds for the improvements on Del Rosa Avenue could be transferred from this amount, and replaced in the 1986-87 Budget, if warranted. The parcels on the west side of Del Rosa Avenue have been developed with single family homes. These homes "back-up" to Del Rosa Avenue. For this reason, there is no possibility of having these improvements installed through the development approval process. The preliminary estimate of cost for installing curb and gutter, sidewalk, and fill-in street paving, is $91,300. This estimate is based upon the work being done by a Contractor, in accordance with pl ans and specifications prepared by the Engineering Division. 75-0264
