Dear Ms. Wilcox:
On January 13th, you will be considering the imposition of a
requirement that all construction within Redevelopment agency
areas of the City of San Bernardino be required to use only union
labor. We have recently had occasion to consider all union
contractors on two projects in theCOMPLEX, Redlands. We were
surprised to find that the cost of 'all union' contractors was
nearly 10% higher than the cost of an open job which utilizes the
best qualified and lowest bidder whether or not union. The final
contract on these two jobs will be let approximately equally to
union and non-union sub-contractors.
I do not believe you can achieve your goal of job creation and
business creation within the Redevelopment areas by imposing a
cost penalty of this magnitude with an 'all union' requirement.
If this action is taken it will certainly impact our future
decisions regarding development within the City of San Bernardino
Redevelopment Areas as opposed to development in cities which do
not have such a requirement.
I strongly urge you to continue an 'open shop' which will permit
both union and non-union contractors and sub-contractors to work
within the Redevelopment districts
