STAFF REPORT
In October, C&M Fine Pack, Inc., entered into an Owner Participation Agreement
to develop a 125,000 square foot manufacturing facility in the State College
Project, C&M closed their IDB Bond Issue in late December and grading is
underway. Building plans are currently in plan check. C&M bas scheduled
construction to start February 1, 1986.
It is now necessary for C&M to acquire the necessary sewer capacity rights to be
paid for prior to building permit issuance. The calculations are as follows:

Staff recommends approval of the sale of these sewer capacity rights to C&M Fine
Pack, Inc., and authorization for the Agency Counsel to prepare and Chairman and
Secretary to execute the appropriate amendment to the Owner Participation
Agreement.
