COUNCIL ACTION CORRESPONDrNCE
The Department of Building and Safety was instructed to issue a stop work
order on the project at 369 East Rialto Avenue with the further instruction
that no new permits be issued until a complete set of plans and a timetable
for correction of all outstanding problems"is submitted., ,Said plans are
also to include provisions for the enhancement of the aesthetics of the 'pro-
ject,
The City Attorney was Instructed to investigate possible courses of action
against Hr. Povelko. This includes filing of actions with the State Con-
tractor's Licensing Board and any other suitable action.
An Ad Hoc Committee comprised of Council Members Estrada, Hernandez and
Harks was formed to examine the actions of the Department of Building and
Safety with respect to this project as well as other projects that Mr.
Povelko has built. This is specifically to include the determination of
whether building codes presently in force in,San Bernardino sufficiently
protect health, safety and the aesthetic environment. The Committee shall
be granted subpoena power by the full Council.
The Ad Hoc Committee was authorized to hire outside legal expertise to
review the construction as it pertains to plumbing, electrical and general
building conditions of projects on Rlalto Avenue as well as the four other
existing projects.
The Funding for hiring of outside professional expertise is to come from
the general fund reserves.
