Synopsis of Previous Council action:
November 18, 1985-
Approved application for Roberti-Z'Berg-Harris Block Grant funding for construction
of restroom facilities at Wildwood Park.
November 20, 1985-
Approved funding in the amount of $10,510 from Operating Contingency Fund
to Park Construction Fee Fund on an interim basis with the understanding that
the funds will be paid back with 1986-87 Park Construction Fee Funds, for
Wildwood Park Restroom Construction project.
Recommended moti,on:

STAFF REPORT
The City received a $50,000 grant from the competitive portion of the
1984 Bond Act in the 1985/86 funding year to upgrade the picnicking facilities
at Perris Hill Park. Picnic facilities at Perris Hill are among the busiest
in the entire city. This activity coupled with the other activities such as
the Horseshoe pits, Children's play lot, exercise court, pick-up ballfield,
and the open areas for individual activities brings large crowds to the park
on a daily basis. On holidays and weekends, the number of people in the area for
picnicking ranges from family groups to larger groups of 200 and more. The
renovation of the picnic area will make three separate picnicking sections
consisting of two sections for 50 persons each and one sectipn of 100 persons.
The existing restroom facilities at the site are not adequate to meet the
needs of the number of persons utilizing the park. In addition, the facility is
antiquated and is difficult to maintain in a presentable condition at all times.
The fixtures are not vandal resistant and are constffit1y being broken requiring
repair and replacement.
Our proposal is to demolish the old facility and construct a new restroom/
storage building which will be equipped with vandal resistant fixtures and will
accommodate the large numbers of park patrons. Attached is a cost estimate and
a drawing depicting the restroom facility proposed. Drawings and cost estimates
were furnished by the City Engineering Division. Total estimated cost for the
restroom project is $86,020.
The Department Staff has discussed this project withthe Park and Recreation
Commission and evaluated this need as compared to needs in other facilities.
The Commission and the staff are in agreement in their recommending this
project for funding under the provisions of the Roberti-Z'Berg-Harris Urban
Open Space and Recreation Block Grant Program. The City has $33,681 available
in this program. This funding requires a minimum of 25% matching funds.
Utilizing the block grant funds would leave a City funding requirement of $52,339.
It is requested that the Mayor and Common Council approve this project for
funding under the Roberti-Z'Berg-Harris block grant program ($33,681) with the
remaining needed funds ($52,339) to come from the 1986-87 Park Construction Fee
Fund. Under this arrangement, the project will be scheduled to start after
July 1, 1986 and will meet requirements of the block grant program as listed in
the assurances section of the application form.
The Parks, Recreation and Community Services Staff recommends approval of
the funding from 1986-87 Park Construction fees and adoption of the resolution
authorizing app1 ication for the Roberti-Z'Berg-Harris block grant funds.
This project has been discussed with Councilman Reilly of the Second Ward.

2 APPLICATION FOR BLOCK GRANT FUNDS UNDER THE PROVISIONS OF TBE
ROBERTI-Z'BERG-RARRIS URBAN OPEN-SPACE AND RECREATION PROGRAM FOR
3 THE CONSTRUCTION OF RESTROOM FACILITIES AT PERRIS BILL PARK.

BE IT RESOLVED BY TBE MAYOR AND COMMON COUNCIL OF TBE CITY
5 OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Recitals.
(a) The people of the State of California have enacted the
8 ROberti-Z'Berg-Barris Urban Open-Space and Recreation Program Act
9 (Public Resources Code Sections 5620, et seq.) which provided
10 funds to the State of California and local agencies for acquiring
11 lands and developing facilities for public outdoor recreation
12 purposes.
13 (b) The State Department of Parks and Recreation has been
14 delegated the responsibility to administer the program, and to
15 establish procedures governing application by local agencies for
16 funds.
17 (c) Procedures established by the State Department of Parks
18 and Recreation requires the applicant to authorize by resolution
19 the filing of applications for funding.
20 (d) Public Resources Code Section 5626 requires grant
21 applicants to certify compliance with certain laws and
22 regulations.
23 (e) Adopted procedures require the applicant to have
24 adopted a plan showing parks and recreation lands and facilities,
25 existing and proposed.
26 (f) The City's General Plan was first adopted by the Mayor
27 and Common Council on October 3, 1964.

2 City's General Plan. The Plan is consistent with the California
3 Outdoor Recreation Resources Plan and is in conformity with the
4 State Environmental Goals and Policy Report.

7 SECTION 2. The Mayor and Common Council approve the filing
8 of applications for grant assistance under the Roberti-Z'Berg-
9 Harris Urban Open-Space and Recreation Program Act.
10 SECTION 3. The Mayor and Common Council certify that the
11 City of San Bernardino understands the certifications set forth
12 in the application, and authorize the City Attorney to make the
13 certifications.
14 SECTION 4. The Mayor and Common Council certify that the
15 City of San Bernardino has or will have sufficient funds to
16 operate and maintain the project.
17 SECTION 5. The Mayor and Common Council certify that the
18 City of San Bernardino meets the planning requirements and that
19 the project is compatible with the land use plans of those
20 jurisdictions immediately surrounding the project.
21 SECTION 6. The Director of Parks, Recreation and Community
22 Services Department of the City of San Bernardino is authorized
23 and directed to execute on behalf of the City application for
24 block grant funds under the provisions of the Roberti-Z'Berg-
25 Barris Urban Open-Space and Recreation Program, a copy of which
26 is attached, marked Exhibit "A". The Director of the Parks,
27 Recreation and Community Services Department is authorized to
28 administer any grant funds which may be received, and to provide

received your application signed by your attorney. All State requirements must be met and an agreement Signed before
any funds will be disbursed.
An audit may be performed before or after final payment.
GRANT APPLICATION
A complete application consists of one each of the following 11 items.

Assurances
The applicant hereby gives assurances and certifies with respect to the grant that:
It possesses legal authority to apply for the grant, and to finance, acquire and construct the proposed project; that a
resolutio:1, motion or similar action has been duly adopted or passed as an official act of the applicant's governing body,
authorizing the filing of the application, including all understandings and assurances contained therein, and directing and
authorizing the person identified as the official representative of the applicant to act in connection with the application
and to provide such additional information as may be required.
It will provide and maintain competent and adequate architectural engineering superVISion and inspection at the con.
struction site to insure that the completed work conforms with the approved plans and specifications; that it will furnish
progress reports and such other information as the State may require.
It will give the State's authorized repre:;entative access to and the right to examine all records, books, papers, or
document related to the grant.
It will cause work on the project to be commenced within a reasonable time after receipt of notification from the State
that funds have been approved and that the project will be pursued to completion with reasonable diligence,
It will not dispose of or encumber its title or other intrests in the site and facilities without permission from the State
Legislature.
It will comply where applicable with provisions of the California Environmental Quality Act and any other State, and/or
local laws, rules and/or regulations.
In cases involving leased property, it agrees to maintain and operate the property and/or facilities acquired or developed
for an agreed to period commensurate with the type of project and the proportion of state grant funds and local funds
allocated to the capital costs of the project,
