1. COMPREHENSIVE CODE ENFORCEMENT REPORT - Item contin-
ued for two weeks. Tbe City Administrator and Deputy City
Administrator were directed to provide a proposed implemen-
tation plan centralized under tbe City Administrator wbo will
coordinate, control and monitor a task force witb current,
existing resources. Tbe Committee will review tbe proposed
plan and make recommendations to tbe full Council for a
demonstration project. Inasmucb as tbe most significant
deficiency in current metbodologies is tbe lack of
coordination and monitoring of city-wide abatement tasks
involving many different departments, it is believed tbat
placing tbis responsibility .organizationally. in tbe bands
of the City Administrator's Office will yield significant
positive results. Incremental adjustments incorporating
additional suggestions by tbe City Administrator can be made
overtime as needed.
2. MULTI-PAMILY ORDINANCE AMENDMENT The Committee
requested tbe Planning Director meet witb representatives of
tbe BIA to discuss proposed cbanges. Tbe Committee furtber
directed tbe City Administrator and Planning Director to be
prepared to discuss (1) implementation of current ordinances
establ-ing a Board of Arcbitectural Review, and (2) adoption
of FHA Standards for multi-family construction.

4. ALLOCATION OF HANDICAPPED PARltING VIOLATION PINBS -
Item continued. Staff was directed to provide the Committee
an updated comprehensive report with federal, .tate and local
law references, identification of handicapped quality of life
improvements undertaken by the City over the past decade, and
an analysis of the collection and use of fines collected for
violations of handicapped parking zones. A report indicating
a review of code provision 22507.8 for possible program
enhancements was also requested through the City Administra-
tor.
5. DIAL-A-RIDE/DIAL-A-LIFT - The Committee requested
that the Deputy City Administrator keep them totally informed
regarding TAC force decisions on insurance for Dial-A-Ride
and Dial-A-Lift operations and any other impacts on the
City's Dial-A-Ride programs for the general public and the
handicapped.
