STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Tuesday,
August 27, 1985.
A total of 4 bids were received ranging from $72,354.65 to
$99,450.88. The low bid of $72,354.65 is 4.8% under the
Engineer's Estimate of $75,980.00.
Li sted below is an esti ma te of the total project cost, based
upon the actual low bid price.
Construction Contract $72,354.65
Engineering and 5,000.00

Sub-Total $77,354.65
Contingencies (10%) 7,645.35
Total Estimated Construction Costs $85,000.00
Incidental Expenses 4,000.00
TOTAL $89,000.00
Funds to fi nance the total project cost wi 11 be advanced from
the Special Assessment Fund, with the amount reimbursed from
assessments on the property taxes of the parcels within the
assessment districts at 10% interest over a period of 10 years.
The low bid shows a unit price of $1.65 per linear foot for
concrete curb and gutter in lieu of the intended amount of
$16.50. We feel this is an obvious error and can be waived as
a minor discrepancy. The low bidder will be sUbmitting a
letter stating the indicated amount is not what was intended.
The extended amount, upon which the bid price is determined,
was based upon the intended price of $16.50. Therefore, the
low bid price of $72,354.65 is correct and in accordance with
the Contractor's intention.
We recommend that a contract be awarded to the low bidder.

SECTION 1. Fisher's Grading and Excavating is the lowest
esponsi ble bi dder for constructi on of a publ ic project, to-w i t:
rmprovement of Lassen Street, from Baseline Street to 740 feet
rorth, in accordance with Plan No. 5888, for the total amount of
172,354.65, and a contract is awarded to said bidder accordingly,
ut such award shall be effective only upon the contract being
ully executed by the parties; all other bids therefor are hereby
ejected; and the Mayor is hereby authorized and directed to
xecute said contract on behalf of the City; a copy of the contract
s attached hereto, marked Exhibit "A" and incorporated herein by
eference as fully as though set forth at length.
SECTION 2. The City of San Bernardino does not intend that
