(ij) - - - - '~ITY OF SAN BE~ARDINO ~ MEMORANDU~.1r To RAY SCHWEITZER, City Administrator From JON ROBERTS, Field Engineer Subject Widening Tippecanoe Avenue at Mission Creek Date Decent>er 17, 1987 FILE 1.363 Approved Date The following is a description of the extra work activities involved with the proposed Change Orders No. 1 and 2 on the above subject project: Change Order No. 1 During excavation of the new box-culvert, the soil at the subgrade elevation was found to be saturated with water. This was due to infiltration of runoff waters within the Mission Creek. This condition was not reflected in the soils report data. The saturated soil cannot be compacted and provides an unsatis- factory foundation. The contractor excavated an additional foot of unsuitable material and replaced it with 3/4" rock. Had the contractor been paid for this work under the contract bid items, un- classified excavation and backfill, as is specified in the standard specifi- cations, the additional cost would have been approximately $3800. However, the contractor agreed to do the work for his cost of labor and materials plus mark-up, for the net cost of $2000.71. Change Order No.2: Item 1: Install two 5" Ducts During construction the contractor installed two 5" diameter ducts within the bridge deck concrete. These conduits will be available for use by the City to facilitate any lines which may be required for future construction of City owned utilities. The contractor installed these ducts for his labor and mate- rial costs plus standard mark-up for a net cost of $264.52. Item 2: Pour Concrete Taper between Decks After removal of the asphalt pavement from the existing bridge deck, it was discovered that the elevations shown on the plans prepared by Associated Engi- neers were incorrect. This resulted in a difference in the bridge decks of approximately 2 inches. The contractor poured a small concrete apron between the decks in order to protect the new asphalt paving layed over the decks. The contractor did this work for cost plus mark-up for a net cost of $291.58. Item 3: Install Reflective Signs on Temporary Railing The second phase of the widening of Tippecanoe has been delayed awaiting approval by Santa Fe Railroad. In order to protect traffic from the existing railroad fa- cilities, temporary concrete barrier rail was placed as an item of work under this contract. Upon review of the traffic flow by the Assistant Traffic Engineer, it was recommended that reflective chevron signs be placed at the temporary barrier rail in accordance with the Cal-Trans Traffic Manual. The contractor installed these signs for cost plus mark-up for a net cost of $491.00. Both the barrier rail and the reflective signs can be salvaged and reused by the City after com- pletion of the widening of Tippecanoe Avenue. MEMORANDUM To RAY SCHWEITZER, City Adminstrator From JON ROBERTS, Field Enginee Subject Widening Tippecanoe Avenue at Mission Creek Date Decerrt>er 17, 1987 (CONT'O) Approved Date Item 4: Lower Bottom Controls A portion of the work on this project was designed by the County Flood Control Department, Their plans detailing the construction of concrete bottom controls, which serve to reduce erosion of the Mission Creek, contained errors in the elevation of the existing creek bottom. The invert of the bottom controls had to be lowered to match existing elevations resulting in an increase in the quantity of concrete over the estimated amount in the bid item. This bid time is specified as a "final pay quantity" and cannot be increased or decreased without an approved change order. The contractor poured an extra 4.29 cubic yards in addition to the 20 cubic yards in the original estimate. The low bid price for this project was $231,880.00. The project funding included $13,320.00 for construction contingencies. The actual final contract price including all proposed change orders is $227,941.71, due to a lesser amount of curb & gutter, sidewalks, driveways and handrailing constructed than the quantities estimated. The County Flood Control Department is contributing 50% of the cost of this project and, therefore, will be contributing 50% of the cost of these change orders. ,';
