DESCRIPTION) N/A Finance: Council Notes: n_02U Agenda Item No. 3 - - - - - - Cia OF SAN BERNARDOO - REQUOT FOR COUNCIL AC' JON STAFF REPORT On December 3, 1987, the Community Development citizen Advisory Committee considered a request for demolition and clearance arant assistance submitted by San Bernardino Area Chamber of Commerce. The request for $5,000 in grant assistance is to be supplemented by $30,000 Chamber members will contribute to construct a parking lot immediately west of the existing building. After discussion, the Committee approved the request for demolition and clearance grant assistance in an amount not to exceed $5,000 (under current policy the CDCAC can approve requests for demolition assis- tance less than $5,000). When the procedures for bidding the project and selecting the lowest reasonable bid came before Council, the city Attorney advised that only the Mayor and Common Council could authorize the advertisement for bids and select the lowest reasonable bidder. Council can delegate to staff these responsibilities if it so desires and incorporate same in the new demolition policy currently being considered by the Legislative Review Committee. In the interim, specific approval is requested for staff to advertise for bids. I recommend adoption of the Form Motion. A release from the owner of record absolving the City of all liability resulting from said demolition will be obtained prior to the issuance to the contractor of a Notice to Proceed. V. Kenneth J.
