JORD^'-" OF COl"1'iSEL TELECOPIEB (714) 688-2120 November 13, 1987 The Honorable Mayor Evlyn wilcox and Members of the Common Council City of San Bernardino 300 North "D" Street San Bernardino, CA 92418 RE: San Bernardino Economic Development Council Dear Mayor Wilcox and Members of the Common Council: In response to the Mayor's request dated October 29, 1987, this will constitute a report on the activities of the Economic Development Council ("EDC") during the past year. In order to properly report on the recent activities of the EDC certain background information is helpful. As some of you know, last fall the Mayor and Common Council asked the EDC to consider the development and implementation of a marketing plan for the city of San Bernardino. This lead to several workshop meetings with the Mayor, Common Council and the EDC in January and February of 1987 to review the various alternatives. On February 2, 1987, the EDC submitted an outline of a marketing plan along with a proposed budget to the Mayor and Common Council. See Attachment No 1. This resulted in the adoption of Resolution No. 87-51 relative to initiate funding of the EDC for the marketing plan. Resolution No. 87-51 is attached hereto as Attachment No.2. 32/ c r V ....... GRESHA~l, "ANSEH, SAYAUI':, XOLAX Pc TILDEX I.A'" OYFICES Honorable Mayor Evlyn Wilcox Members of the Common Council November 13, 1987 Page 2 Included within the materials presented to the Mayor and Common Council in January and February of 1987 was an outline of a proposed marketing plan prepared by Westlight Communica- tions. However, subsequent to the adoption of Resolution No. 87-51, the Executive Committee of the EOC, including Councilwoman Estrada, concluded the correct procedure initiating the marketing plan would be to seek proposals from qualified persons to assist with the development and implementation of the marketing plan. We then established several subcommittees of the EDC to obtain requests for proposals from qualified persons and entities for the various components of the marketing plan. Each subcommittee was charged with the responsibility of reviewing the respective proposals, including qualifications and costs, and to then provide recommendations to the Executive Committee of the EDC. A list of the subcommittees established by the EOC is attached to this report as Attachment No.3. The first step in the marketing plan was the selection of a marketing consultant to work with the EOC and the City to develop an overall marketing plan and to provide ongoing assis- tance for implementation of the marketing plan. The Marketing Plan subcommittee chaired by Bob Curci reviewed proposals from, and met with, a number of qualified entities. The Committee recommended Ellis & Associates which was retained by the EOC as its marketing consultant in June of 1987. See Attachment No.4. The general concepts then given to the marketing consultant by the EDC were as follows: The development of a cohesive marketing plan in coordi- nation with other entities and agencies throughout the city to avoid duplication of effort and expense. We specifically estab- lished coordination with the Chamber of Commerce, the Redevelop- ment Agency, the County of San Bernardino, the National Orange Show and others that from time to time publish brochures and engage in marketing activities. The endeavor was to set up a marketing program that would be utilized by each of these agencies to the end that a cohesive coordinated marketing program was available for general use in the city. Accordingly, substan- tial effort was made to include representatives of the EOC, the Chamber of Commerce and the other agencies in this process including appointment of their representation to the various marketing subcommittees. As a result of this direction, Ellis & Associates prepared a marketing plan which was adopted by the EDC c "-' GRESHAM, VARKER, SAVAGE, KOLAX & TILDES LAW OP1'1CES .....<-; Honorable Mayor Evlyn Wilcox Members of the Common Council November 13, 1987 Page 3 in July of 1987. as Aetachment No. A copy of the marketing plan is attached hereto 5. While the overall marketing plan was being prepared, the EDC also worked closely with the city, as requested by the Mayor and Common Council, to transfer the loans and documentation relative to the small loan program to the city's Community Development Department. This is in the process of being finalized. As part of the marketing plan, the EDC initiated a newsletter which will be published on a monthly basis with publication and distribution of this newsletter commencing in September of 1987. Copies of the newsletter are distributed to appropriate businesses and people as described in the marketing plan. Copies of the newsletter are attached as Attachment No. 6. Additionally, as part of the plan, the EDC initiated publication of news and press releases relative to matters of interest throughout the City which will be distributed on a periodic basis. Copies of the press releases to date are attached hereto as Attachment No.7. The EDC, through its Brochure Subcommittee, has com- pleted a review of proposals for the creation of an appropriate brochure for use in the marketing plan. Within the next few days, the Executive Committee will be approving the subcommit- tee's recommendation of the entity and the budget for production of a high quality brochure. The brochure will be available for use by the EDC, the Chamber of Commerce, the RDA and others for various types of marketing activities and will be designed for use by each of these agencies. We are in the process of developing a slide presen- tation (from which video tapes may also be developed) for use in both external and internal marketing. The marketing plan includes a variety of activities designed for image enhancement of the city of San Bernardino which includes enhancing the City's image among the citizens of San Bernardino. The plan envisions presentation of the slide show and/or videos to various groups within the city to further educate the citizens of San Bernardino concerning the numerous outstanding features of our community and its surrounding areas. We are establishing a Speaker's Subcom- mittee to assist in these presentations. The news releases and press releases will also supplement this image enhancement program. As you can see from the plan, we will be distributing materials to selected industrial brokers in Southern California relative to San Bernardino and its business opportunities. We will then be conducting tours of our city including for these brokers meetings with various City officials and RDA officials for discussion of specific business opportunities. We are 'also developing a computer disc program, as described in the marketing plan, which will be unique in the entire united states. As mentioned above, the marketing plan has been designed for use by the city, the Chamber of Commerce, and other entities and agencies, and their special projects. Accordingly, the EDC has coordinated closely with the RDA in developing the marketing plan and will be implementing portions of the marketing effort to assist specific RDA projects including the City's Main Street project. The broader marketing materials will support these activities, and forthcoming newsletters and press releases will also focus on specific projects requested by the RDA and others, as will material presented to industrial brokers and the tours given to the industrial brokers as discussed above. Ellis & Associates, our marketing consultant, has now opened an office in San Bernardino and is providing periodic reports to the EDC of their ongoing activities and recommenda- tions. copies of these updates are attached hereto as Attachment No.8. In addition to these ongoing marketing activities, the EDC has been working with the Chamber of Commerce and with the State University to create an economic development plan for the City with emphasis on the westside of the community and other areas that require specific attention. Under the able leadership of Sam Henley, a variety of other activities have been accomplished by the EDC during the past several months. A brief summary of these activities are as follows: 1. Fu~ding of advertising brochures for Shandin Hills Golf Club at the request of the Council. Copies of these brochures are attached as Attachment No.9. Coordination with the County Bar Association for hosting a reception for California Supreme Court Justice Marcus Kauffman and coordination with the Justices of the Fourth District Court of Appeal to retain the Appellate Court building and offices within the City of San Bernardino. 3. Ccoordination with the Friends of the Arrowhead for the maintenance and preservation of the Arrowhead landmark above the city of San Bernardino. 4. Coordination with the Chamber of Commerce for the establishment of a visitors and tourism bureau. 5. Coordination with the Chamber of Commerce for hosting business lunches to recognize businesses established within the City of San Bernardino which includes both new businesses and established businesses. 6. Sponsorship of lunches and assistance with the Spirit baseball team in coordination with the Chamber of Commerce. 7. Assistance with the American Legion Convention. 8. Agreement to act as the lead agency for the Miss Teen USA Pageant scheduled to be held in San Bernardino in the Spring of 1988. 9. The EDC is working the Chamber to develop with the California State University a specific program of business seminars designed to focus and assist small businesses within the City of San Bernardino in handling a variety of business problems as they occur. 10. Assistance to the City in the development of the Main Street program and providing assistance to various businesses and persons who have problems with the city or need assistance with ongoing business problems. 11. Funding the initial printing of the Chamber's Community Economic Profile. See Attachment No. 10. The activities of the EDC are directed by Mr. Henley along with his secretary, Jacque Takano which are the only paid staff of the EDC.
