Synopsis of Previous Council action:
June, 1987 -.- Allocation of $50,000, from 1984 Bond Act Funds,
approved in 1986/87 Budget.
Recommended motion:
That a finding be made that the replacement of the
improvements in Hillcrest Park is needed for health
and safety reasons.

STAFF REPORT
Hillcrest Park is on the north side of Hill Drive, between
Mayfield Avenue and Acacia Avenue. This park was originally
improved as a neighborhood recreation facility. However, the
improvements were destroyed when the park was used as a staging
area during the Panorama Fire.
Replacement of the improvements is necessary before the
park can be placed back in service. Without this facility, there
is a shortage of recreational outlets in this neighborhood. Ade-
quate recreational opportunities are required to provide a sense
of well being in a residential area.
Additionally, in California Public Resources Code,
Section 5701, the legislature of the State of California has
made the following pertinent findings:
(b) Community, neighborhood, and regional parks, beaches,
recreational areas, recreational trails, and other recreational
facilities, and the preservation of historic sites and structures
contribute significantly to a healthy physical and moral environ-
ment and also contribute to the economic betterment of the state.
(c) Many older parks and recreational facilities have
deteriorated to the point where the original investment in them
may become lost, and prompt action is necessary to restore them
'to useful ness.
We recommend that a finding be made that the replacement
of these improvements is needed for health and safety reasons.
