Subsequent to the original request, one of the parcels has been sold and is presently in escrow. The developement of this parcel requires certain improvements to be accomplished along the East side of Palm Avenue between the Railroad right of way and Industrial Parkway. On November 16, 1987, both the present owner and future owner have requested that those improvements be included in the proposed assessment district and that the cost therefore be assessed directly and only to the parcel in question. This office has no problem with the request and therefore recommends that the new improvements be included in the proposed district to be assessed only against the parcel in question. The developer will be required to up-front the cost of the proceedings, Bond Counsel and Financial Counsultant fees for establishment of the district which will be returned to him when the Bonds are sold. 11-17-87 75.0264 - ,"".....
