CI(Y OF SAN BERNAR~"10 - REQUMT FOR COUNCIL AC..,ON STAFF REPORT PUBLIC WORKS PROJECT NO. 87-14 Mayor and Common Council Meeting of November 16, 1987 1. Request The City of San Bernardino Public Works Department requests approval for the relocation of certain sanitary sewer lines within the public right-of-way. 2. Location The proposal is to relocate the sanitary sewer lines extending northerly from Highland Avenue along Flores Street generally following the proposed right-of-way of Route 30, and also from 27th Street northerly on Patter- son Way and "H" Street to 30th Street and west on 30th Street from "H" Street to "I" Street. 3. ~~D~~21_~!2rr_~onf9~IDance The project will not change any proposed land uses as indicated on the General Plan. The work phase of the project is expected to last about 40 working days. The Public Works Department does not anticipate that it will be necessary to re-route traffic during the construction phase of the project. 4. ~~Q~_piatus At its regularly scheduled meeting on September 24, 1987, the Environmental Review Committee recommended adoption of a Negative Declaration for Public Works Project No. 87-14 subject to the conditions listed below. 5. Back.9.!"9!l!19 On September 8, 1987 the Common Council made the finding that Public Works Project No. 87-14 is necessary to the health and safety of the public. 6. Analvsis Public Works Project No. 87-14 presents three factors for consideration: The potential for significant amounts of noise and dust, and the possibility of creating traffic hazards or congestion. Construction scheduling must be coordinated with the Department of Transpor- tation in the event of a conflict with construction of the Route 30/215 Interchange. 8. Conclusion The proposed project is not inconsistent with the Land Use or Circulation elements of the General Plan in that it will not change any proposed land uses nor will it severly or permanently alter the pattern of traffic circulation in the City. The project does not pose any potential impacts which cannot be adequately mitigated by a few simple measures: limiting the work hours, watering to mitigate dust generation, the provision of traffic barriers and night lighting, and pacing the work so that no trenches will be allowed to remain open overnight. The minor inconveniences caused by this project will be of short duration and will be outweighed by the benefits which it will provide. . c .-."....
