approved for Phase I of handicap accessibility at
City Parks. .
Plans approved and authorization granted to advertise
for bids.

needed for health & safety reasons.
Recommended motion:
That the bid received on 10-22-87, for handicap
accessibility for Perris Hill and Blair Parks, be
rejected, and the Director of Public Works/City
Engineer authorized to advertise for bids.

STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Tuesday,
10-27-87.
Only one bid was received, in the amount of $61,733,50.
The low bid of $61,733.50 is 60.7% over the Engineer's Estimate
of $38,424.00.
Seven Contractors took out plans and specifications for
bidding purposes. However, only 3 attended the mandatory pre-
bid field review, and only one of those submitted a bid. We
feel the one bid received does not represent a competitive
pricing situation.
After discussing the bid received with the Department of
Parks, Recreation and Community Services, we have concluded that
it would not be advisable to attempt to identify the necessary
supplemental funds to finance the total project cost, based upon
the bid price.
Therefore, we recommend that the bid be rejected and
authorization granted to re-advertise for bids.
