It was recently brought to my attention that four Council
Members, Miller, Estrada, Minor and Flores, participated in
an Earthquake Preparedness Workshop on October 15, 1987 that
was not officially noticed per the Brown Act requirement.
I would like to request a legal opinion regarding the Brown
Act relative to workshops versus meetings, and what, if any,
penalties there are for public officials who violate the
Brown Act.
