The proposed contract is for the installation of carpeting (Phase I) on
the fourth floor of City Hall.
At the request of the Public Buildings Department, specifications were
prepared and distributed to area vendors at the mandatory Job Walk conducted
at 9:00 AM, October 19, 1987.
Ten area vendors were invited to attend, six did not attend.
The following is a summary of quotations submitted:

Quotations submitted have been reviewed by Wayne Overstreet, Superintendent
of the Public Buildings Department who concurs that the quote of Quality
Carpets is the lowest and best quotation.
A meeting was held at 3:00 PM, October 27th with Quality Carpets to confirm
full understanding of the project at the quoted price and meeting the time
schedule.
In order to meet the scheduled required relocation date of The Redevelopment
Agency, it is requested that the Mayor and Council concur with this action,
and that the contract be awarded to Quality Carpets who can not only meet
the city's material and installation requirements, but time schedule for
this relocation.
It is therefore recommended that this contract be awarded to the lowest
and best bidder, Quality Carpets at a contract price of $15,403. Delay
in the awarding of this contract will result in the city's inability to
meet the hotel developers schedule for space presently occupied by the
Engineering Div' 'on located in the convention Center.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A BID TO QUALITY
CARPET FOR THE PURPOSE OF FURNISHING, DELIVERY AND INSTALLATION OF CARPETING
(PHASE I) TO BE UTILIZED BY THE PUBLIC BUILDINGS DEPARTMENT ON THE FOURTH
FLOOR OF CITY HALL IN ACCORDANCE WITH BID SPECIFICATION RFQ #Q80026. '
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1. Quality Carpet is the lowest and best bidder for the furni-
shing, delivery and installation of carpet in accordance with Bid Specification
RFQ #Q80026 for the total amount of $15,403.00: pursuant to this determination,
the Purchasing Agent is hereby authorized and directed to issue a purchase
order for said installation of carpeting to said lowest and best bidder:
such award shall only be effective upon the issuance of a purchase order
by the Purchasing Agent: and all other bids therefore are hereby rejected.
I HEREBY CERTIFY that the foregoing resolution was duly adopted by
the Mayor and Common council of the City of San Bernardino at a
