STAFF REPORT
The Miss USA Pageant Organization contacted the Mayor's
Office in late April of 1987 regarding the City's sponsorship
of one of their pageants for 1987-88. After several meetings
and a thorough analysis of the financial commitments required
by the city, the initial proposal was not deemed feasible
because of the City's tight budget for 1987-88.
Follow-up meetings were held in late September and early
October and another proposal was submitted. The second
proposal revealed that the City could support the concept of
the Pageant without submitting to any financial guarantees.
This would be possible if the Economic Development Council
agreed to act as an umbrella organization for a Hosting,
Special Events Committee comprised of citizens willing to
contribute their time and talents to secure in-kind donations
from commerce and industry. The Hosting, Special Events
Committee would work closely with the Pageant Coordinating
Team and the National Orange Show to ensure a successful
event.

The National Orange Show has agreed to the use of their
facilities for this event for the month of February.
A preliminary assessment of the type of support that can be
expected from the business community for the Miss USA Pageant
in the City of San Bernardino includes the willingness on the
part of the Hilton Hotel to comp up to 46 rooms with special
meals, GTE's willingness to provide phones and hook-ups;
Roger Harmon Motors' interest in providing transportation;
Maruko Hotel & Convention Center's willingness to assist with
rooms after they open in February and interest from local
restaurants to provide meals for the contestants and Pageant
Coordinating Team.
The attached example budget shows a net cost of $79,250 which
could be zeroed out with additional in-kind contributions and
communi ty -- support.
The benefit of this type of program to the City of San
Bernardino and the region would come from a special, sixteen
minute promotional piece on the City and local recreational
resort areas. This promotion would be seen by approximately
47 million people in the USA and millions more internation-
ally. In addition to the media exposure, it is anticipated
that 1-2 million dollars will be spent in the community
before, during and immediately after the Pageant.
The Miss USA Pageant is scheduled for the first week in
March, 1988.

Cash Consideration
- First $200,000 of ticket sales to Miss Universe, Inc. After the first
$200,000, ticket sales will be split 50/50 with the hosting authority
and Miss Universe, Inc.
- With regard to all other funds, (i.e., state, location contributions,
fund-raising events, civic donations, etc.), these funds will be split
SO/SO with Miss Universe, Inc. and the hosting authority.

As a further element, the hosting authority and Miss Universe, Inc. will engage
the services of a coordinator/sales type person with the hosting authority
and Miss Universe, Inc. each paying 50% toward his/her fee (fee 25K - 30K
in total).
