STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Tues-
day, 10-06-87.
Only 1 bid was received, in the amount of $63,212.00.
The bid of $63,212.00 is 4.2% under the Engineer's Estimate of
$66,000.00.
Listed below is an estimate of the total project cost,
based upon the actual low bid price:

An amount of $48,874 has been allocated from the City's
1986/87 CDBG Funds. The County has provided $30,000 from their
CDBG Program, for a total available of $78,874.
Two (2) additional fields were included in the contract
documents, as Additive Alternates, since the County was interested
in providing additional funds. One or both of these fields may be
added to the project by change order, if the County is successful
in securing donations of materials and/or supplemental funds.
We recommend that a contract be awarded to the low
bidder.
Electrical energy charges for these lights will be
borne by AYSO.
URGENCY CLAUSE:
Bids for this project were opened on 10-06-87, and will expire
30 days after this date. Therefore, it is necessary for the
contract to be awarded at the Council Meeting of 11-02-87.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT
TO DAVID-RICHARDS CONSTRUCTION FOR INSTALLATION OF FIELD LIGHTING
FOR AYSO PARK.
BE IT RESOLVED BY THE MAYOR AND C01{MON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. David-Richards Construction is the lowest res-
sponsible bidder for: Installation of Field Lighting for AYSO
Park, in accordance with Plan No. 7099, for the total amount of
$63,212.00, a contract is awarded to said bidder accordingly for
the Basic Bid, but such award shall be effective only upon the
contract being fully executed by the parties; all other bids
therefor are hereby rejected; and the Mayor is hereby authorized
and directed to execute said contract on behalf of the City; a
copy of the contract is attached hereto, marked Exhibit "A" and
incorporated herein by reference as fully as though set forth at
length.
SECTION 2. Execution and Amendments. This contract and any
amendments or modifications thereto shall not take effect or be-
come operative until fully signed and executed by the parties and
no party shall be obligated hereunder until the time of such full
execution. No oral agreements, amendments, modifications or
waivers are intended or authorized and shall not be implied from
any act or course of conduct of any party.
SECTION 3. Allor a portion of the funds to be expended in
the construction of the project are provided by the United States
Department of Housing and Urban Development. (HUD). This contract
and any amendments or mocifications thereto shall not take effect
or become operative until fully signed and executed by the parties
in the manner required by the applicable HUD regulations and no
