CI"':' OF SAN BERNARDI"'~1) - REQUr""T FOR COUNCIL ACr'1ON STAFF REPORT DESCRIPTION This is a proposal to widen and realign 40th Street for a distance of .09 mile between Mountain View Avenue and Electric Avenue (see Exhibit "A" - Location Map). The plan will increase the drive path to a four lane 72-foot wide street to better facilitate the current traffic flow of 13,000 cars per day, The right-of-way has been purchased, The work will be done in phases, the south half first, to keep two lanes of traffic open during the approximately three months of construction. The hours of construction will be limited to 8:00 a.m. to 5:00 p.m. to avoid disturbing the nearby residential areas. The plan includes new curbs, gutter and sidewalk. Stop signs will be relocated at Mountain View Avenue and Palm Drive and the traffic signal at' Electric Avenue will be relocated. GENERAL PLAN CONFORMITY The General Plan aesignates 40th Street as a collector street and this project will bring this section up to those standards, ENVIRONMENTAL CLEARANCE An initial study was prepared by staff, reviewed by the Environmental Review Committee, and made available for public review, No comment has been received. The Environmental Review Committee recommended at their October 21, 1987, meeting that a Negative Declaration be adopted, (See Exhibit "B" - Initial Study'.) PREVIOUS ACTION Due to the Office of Planning and Research and court restrictions on public works projects, the City Attorney has suggested that all such projects be viewed by the Environmental Review Committee prior to the City Council's review and action, Action on the required Health and Safety findings was taken in July 1987, 75-0264 ('- .".~' r ....." As stated in Section 15063 of the State of California Envi- ronmental Quality Act (CEQA) Guidelines, the purposes of an Initial Study are to: 1. Provide the Lead Agency with information to use as the basis for deciding whether to prepare an EIR or a Negative Declaration. 2. Enable an applicant or Lead Agency to modify a project, mitigating adverse impacts before an EIR is prepared, thereby, enabling the project to qualify for a Negative Declaration. 3. Assist the preparation of an EIR, if one is re- quired by: a. Focusing the EIR on the effects determined to be significant. b.Identifying the effects determined not to be significant. c. Explaining the reasons potentially significant significant. for determining that effects would not be 4. Facilitate environmental assessment early in the design of a project. 5. Provide documentation of the factual basis for the finding in a Negative Declaration that a project will not have a significant effect on the environ- ment. 6. Eliminate unnecessary EIR's. 7. Determine whether a previously prepared EIR could be used with the project. 1-1 ~ Initial Study - Public Works Project No. 87-13 Widening and Realignment of 40th Street September 23, 1987 2.0 EXECUTIVE SUMMARY 2.1 Proposed Project The project under consideration is a public works proposal to widen and realign 40th Street for a,distance of .09 mile between Mountain View Avenue and Electric Avenue. The General Plan designates 40th Street as a collector and this project will bring this section up to those standards. The street will be widened to a 72 foot drive path with a 100 foot right-of-way. The curb and gutter will be replaced and sidewalks added. The right-of-way has been purchased by the city. Utility companies have been notified of the con- struction and in accordance with their agreement with the city will move the utilities. 2.2 Project Impacts Impacts identified in the attached checklist include: 2. '0/ Initial Study - Public Works Project No. 87-13 Widening and Realignment of 40th Street September 23, 1987 "J 3.0 PROJECT DESCRIPTION 3.1 Location The proposed street widening is of 40th Street between Mountain View Avenue and Electric Avenue. See Map Exhibit A. 3.2 Site and Project Characteristics 3.2.1 Existing Conditions The existing roadway is approximately .09 mile long by 60 feet wide. 40th Street is four lanes from Waterman Avenue to Mountain View Avenue and traffic has to merge into the existing two lanes at Mountain View which they curve South as 40th Street crosses Electric Avenue. 3.2.2 Project Characteristics This project will realign and widen 40th Street to four lanes with additional turn lanes at Palm Drive and Electric Avenue. It will include the relocation of the stop signs at both Mountain View Avenue and Palm Drive. The traffic signal at Electric Avenue will also be relocated. 40th Street will be improved with curb and gutter and sidewalks. 3-1 \ ,/ / Initi~l study - Public Works Project No. 87-13 Widening and Realignment of 40th Street September 23, 1987 4.0 ENVIRONMENTAL ASSESSMENT 4.1 Environmental Setting The subject site is .09 mile of a Collector Street connecting the commercial center on 40th Street between Waterman Avenue and Mountain View Avenuel Wildwood Park at 40th and Waterman ahd various other community services to the residential areas to the north and west. The construction proposed is between Mountain View Avenue on the East to Electric Avenue to the West. The North side of 40th Street and the South side between Palm Drive and Electric Avenue in this area are zoned R-l. The South side of 40th Street between Mountain View and Palm Drive is zoned C-3A. Fire Station No. 7 is located at the Northeast corner of Electric Avenue and 40th Street. 4.2 Environmental Effects The environmental Impact Checklist identifies four areas of potential concern regarding the project. These concerns are: Increased noise levels during construction The possibility of hazardous traffic conditions and congestion during construction. Community residents will be displaced because of this project. The possibility that this project in conjunction with other projects will cause a cumulative signif- icant adverse impact on the environment. The Environmental Impact Checklist is attached in Appendix A of this report. Each item checked "maybe" or "yes" on the checklist is identified below, followed by the recommended mitigation measures. 2. Would significant increases in either noise levels, dust odors, fumes, vibration or radiation be generated from project area, either during con struction or from completed project other than those resulting from normal construction activity? The hours of construction will be limited from 8:00 a.m. to 5:00 p.m. to reduce noise impacts to nearby residential areas. 6. Could the project create a traffic hazard or congestion? 4-1 / r~ V ~ Currently the traffic count on 40th Street in the project area is 13,000 per day. The proposal is to phase the construction to allow the use of 40th Street during construction which should take about three months. The north half of the street will be kept open as the major portion of the work is to be done on the South side. Then the South side will be opened for traffic while the North side is completed so that two lanes of traffic can be maintained. Warning signs and lights will be used to warn motorists of the construction. I , ~ 10. Could the project result in the displacement of community residents? The right-of-way has been purchased by the City. Individual property owners have made their plans for moving. The existing structures will either be moved or demolished. 19. Will any effects of the subject project together or in conjunction with effects of other projects cause a cumulative significant adverse impact on the environment?
