PUBLIC HEARING
PROPOSED FEE INCREASE - ANIMAL CONTROL
CITY OF SAN BERNARDINO
A public hearing before the Mayor and Common Council of the City of San
e2? c[,
Bernardino will be held Monday, November 2, 1987, at 9:30 a.m., in the Council
Chambers of City Hall, 300 North "D" Street, San Bernardino. The purpose
of the hearing is to consider an increase of the Animal Field Service Fees
and an increase in Owner Release Fees as follows:

Ms. Dawson referred to the current City budget figure
for the Animal Shelter of $551,000, and expressed doubt
that proper service can be provided for that amount. The
budget proposed by the Humane Society is $672,000, but can
be negotiated.

The City Administrator was directed to extend the
existing contract with Debra Biggs as consultant at the
Animal Control Shelter for a period of thirty days.
Council Member Minor made a motion, seconded by
Council Member Reilly, that the Humane Society's proposal
be referred back to the Ways and Means Committee for addi-
tional review.
The motion carried by the following vote: Ayes:
Council Members Reilly, Maudsley, Minor, Pope-Ludlam.
Noes: Council Member Flores. Absent: Council Members
Estrada, Miller.
Jules Cavalho, a member of Citizens for Responsible
Research, asked the Council's permission to be heard re-
garding the Humane Society's proposal and stated he would
go to the Ways and Means Committee Meeting.
\. Animal Control FEles,- The Committee
recommended an increase of the Field Ser-
vice Fee from $6.gg to $10.gg. The Commit-
tee also recommended an increase in owner
release fees as follows:

Staff recommendation of the above fees do
not apply to stray animals or persons re-
questing service for a problem with strays.
Residents may bring the animal in at a
reduced fee or have Animal Control do the
pickup. Animal Control staff would have
latitude to waive certain fees based on the
ability of individuals to pay for service.
The dead animal disposal fee would apply to
veterinarians who use the City's freezer
for animals received at their businesses.

Council Member Maudsley made a motion, seconded by
Council Member Flores and unanimously carried, that the
City Attorney be instructed to prepare the necessary
amendment to the resolution on animal control fees as
recommended by the Ways and Means Committee, and the City
Clerk be instructed to advertise the proposed fees for a
pUblic hearing to be held November 2, 1987.
3. Library Budget - The Committee received
the attached repol't. No change in the
current policy was recommended. The Finance
Director was directed to forward a copy of
monthly disbursements to the Council Office
each month. The Committee inquired of the
City Administrator for any requests from
the City Librarian on unmet needs due to

In July 1986, certain fees previously charged for animal
control services were eliminated. Those fees were field
services fees, veterinarian pick-up fees (for dead animal
disposal) and owner release charges. We propose that the
Ways and Means Committee recommend the following fee struc-
ture to the Mayor and City Council.
FIELD SERVICES FEES:
Prior to July 1986, if this department dispatched a unit to
pick up an animal at the owner's request, we collected a
"field service pick-up fee" of $6.00 plus an owner release
fee (described below). We proposed to reinstate this fee at
$10.00.
OWNER RELEASE FEE:
This fee applies to animals turned in by their owners. We
are proposing that there be two fees -- one for City of San
Bernardino residents (and residents of our contracting agen-
cies) and a slightly higher fee for those who live outside
the City limits (or contracting agency).

The above fees do not apply to stray animals or persons

Residents would have the opportunity to choose whether we
pick the animal up OR they may bring them in to the Shelter
for a reduced fee. We also feel that the office and field
personnel should have the latitude to waive certain fees on

an individual basis, such as senior citizen, the sick or
indigent with no transportation. We do not intend to deny
this City service to anyone based on their ability to pay.
The dead animal disposal fee should also apply to veterinar-
ians who use our freezer (currently at no charge) for animals
received at their business.

1. HUMANE SOCIETY PROPOSAL FOR OPERATING ANIMAL SHELTER
_ Considerable discussion took place regarding the proposal
from the Humane Society, their request for additional time,
the possibility of going out for additional proposals and the
status of hiring a new Director of Animal Control. The
Committee concluded that enough time had elapsed for all
concerned parties and recommended that the Humane Society
proposal not be accepted and that the Animal Control function
remain with the City. The Committee further recommended that
Ms. Debra Biggs be extended as a consultant for an additional
thirty days to provide time for review and interview of
applicants for the permanent position of Director, Animal
Control.
2. ANIMALiCONTROL FEES - The Committee recommended an
increase of the Field Service Fee from $6.00 to $10.00. The
Committee also recommended an increase in owner release fees

and the Economic Restructuring Committee (Main Street) for
their perusal. The Finance Director was asked to provide the
Parking District funding report to the next Ways & Means
Committee meeting on October 12.
