Synopsis of Previous Council action:
08-26-85 --- Resolution No. 85-338 adopted approving application for
$350,000 from Senior Citizens Bond Act.
June, 1986 --Allocation of $60,000, from 1986/87 CDBG Program, approved
for architectural services.
Resolution No. 86-499 adopted authorizing execution of
an Agreement with Kurt Meyer Partners for architectural
services.
June, 1987-- Allocation of $300,000 from Park Construction Fee Fund,
and $100,000 from 1987/88 CDBG Program, approved.
07-20-87 -- Finding made that construction of Senior Citizen Center in
Perris Hill Park needed for health and safety reasons.

Recommended motion:
That the plans for construction of a Senior Citizens Center
in Perris Hill Park, in accordance with Plan No. 7298, be
approved, and the Director of Public Works/City Engineer
authorized to advertise for bids.

Plans for the construction of this center have been prepared
by the Architect, and the project is ready to be advertised for
bids. The project consists, in general, of constructing a 5,600
square foot building, with a full service kitchen, meeting room,
activity rooms, lobby and restrooms.
The original site was south of the parking lot for
Fiscalini Field. Since the existing parking lot was to be used
for the center, no site development costs were included in the
original estimate. The parking lot off of 21st Street will now
be used to meet the parking requirements for the center. Widening
and resurfacing of this lot is included in the contract documents
as an additive alternate. This alternate will be included in the
contract award if sufficient funds are available, or if supplemental
funds can be secured.

An amendment to the Municipal Code is being processed, to
allow construction of buildings, such as a Senior Citizens' Center,
within an "0" Zone. This amendment is scheduled to become effec-
tive on 12-16-87. This amendment requires a Conditional Use
Permit for a building within an "0" Zone. An application for a
C.U.P. has been submitted, and is scheduled to be heard by the
Planning Commission on 12-15-87.

Approval of the grant from the Senior Citizen Bond Act was
conditioned upon the project being substantially under construc-
tion by April, 1988. In order to ensure adherence to this dead-
line, it will be necessary to advertise for bids concurrently
with the Code revision and C.U.P. processing. Bids are scheduled
to be received on 12-22-87, which is after the effective date of
the Code amendment and public hearing by the Planning Commission
on the C.U.P.
STAFF REPORT
We recommend that the plans be approved and authorization
granted to advertise for bids.

At the Agenda Briefing of 10-30-87, a question arose as to the
schedule for the amendment to the Municipal Code, processing
the Conditional Use Permit, and advertising for bids. It is
planned to prosecute these items concurrently, in order to meet
the deadline imposed for Senior Citizens Bond Act Funds.
