STAFF REPORT
Southern California Edison is required, by Rule 20 of the Public
Utilities Commission, to set aside a percentage to finance the
cost of undergrounding utilities within districts established
by the City. An underground district has been proposed on Mt.
Vernon Avenue, from 9th Street to 16th Street.
Underground utilities improve the appearance of a street, by re-
moving visual clutter. Improving the streetscape promotes the
mental well-being of persons driving along such a street, or
walking along the sidewalk. Undergrounding eliminates the hazard
from broken wires which result from violent windstorm or earth
temblor, both of which are frequent occurrences in the area.
We recommend that a finding be made that the undergrounding of
utilities on Mt. Vernon Avenue, from 9th Street to l6th Street
is needed for health and safety reasons.
