CI'l:: OF SAN BERNARDO - REQU~ FOR COUNCIL AC~))N STAFF ~EPORT This staff report has been developed pursuant to the Mayor and Common Council's authorization to issue a RFP for escrow services for FY 1987/1988 RRP. Newspaper advertisements were placed in the Precinct Reporter, El Chicano and the Sun Newspaper. Title Reporting 1827 Altanta Street Downey, CA 92041 213/784-8900 10/1/87 Tina Lindblack Clyde Escrow Company 5092 East Hallet Las Vegas, NV 89122 702/458-0315 The proposal submittal period was from September 26, 1987 to October 5, 1987, during which time only one complete proposal (CD Financial) was received in direct response to the RFP for escrow services. Staff has reviewed and evaluated the partial responses and CD Financial's proposal based on the RFP criteria. The following is a summary of staff's review: A. Backqround In the financial services capacity, the proposal submitted by CD Financial provides a comprehensive list of services that relate to the city of San Bernardino's goals and objectives for the RRP. In addition, CD Financial's president was formerly the Federal National Director of the RRP at the HOD office in Washington, D.C. The computer and accounting systems have been designed to provide clear and concise reports for the purpose of monitoring each project more efficiently. 10/22/87 75-0264 - - c: B. Exoectations of the (;htractor .'"",, .-..) , j Based on CD Financial's proposal, it appears CD Financial has significant relevant experience to provide the city with reports of all transactions in a timely manner. The proposal is comprehensive and addresses CD Financial's ability to provide loan document preparation services, fund disbursement services and the additional items listed in the scope of services. C. prooosal criteria CD Financial is currently providing RRP services to fifteen (l5) cities and counties. Included are the County of San Bernardino, City of Los Angeles and city of San Francisco. Staff has verified four (4) of these references with positive results. The methodology to be applied, according to the proposal, in order to perform the services described was comprehensive. Willingness to abide by all mandated equal opportunity provisions in the execution of services under the proposed contractor was provided. D. Conclusions and Recommendations Staff received partial responses from four (4) of the five (5) respondents. CD Financial's proposal was the only proposal submitted that was completely responsive to the RFP. I recommend that CD Financial be selected as the escrow services company for the city of San Bernardino Rental Rehabilitation Program (RRP).
