Recommended motion: 1. That the offer from California State University - San Bernardino, to participate in the cost of installing traffic signals at University Parkway and Northpark Boulevard, in the amount of $50,000, be accepted. 2. That $50,000 of unallocated Federal-Aid Urban Funds be budgeted, under Account No. 242-362-57375, for the installation of traffic signals at University Parkway and Northpark Boulevard. 3. 'CI* OF SAN BERNARDI~ - REQUEW FOR COUNCIL AC1::DN STAFF REPORT The California State University - San Bernardino has ex- pressed an interest in havin9 traffic signals installed at the intersection of University Parkway and Northpark Boulevard. Traffic signal warrants are presently satisfied, even though there are no demonstrated problems at this intersection that could be corrected by traffic signals. However, in view of the rapid 9rowth in enroll- ment and development in this area, we fully expect that traffic signals will be needed in the near future. We have advised the college that fees were being collected from developments in the area, to be applied toward the cost of installin9 traffic signals, but sufficient fees had not been collected to finance the total estimated project cost of $120,000. At the Council Meeting of 5-11-87, the "loan" of $35,300 of these fees to the installation of traffic signals at University Parkway and College Avenue was approved. There is currently an approximate balance of $21,000 in developers' fees for signals at Northpark Boulevard. A letter, dated 9-23-87, has been received from Mr. William F. Shum, Director of Facilities Planning and Policy Coordination for the University offering to contribute $50,000 towards the cost of signals. A copy is attached for reference. We have an approximate unappropriated balance of $150,000 in Federal-Aid Urban Funds. These funds were apportioned on a population basis, which means they can be allocated as determined by the City. We recommend that the offer from the University to contri- bute $50,000 be accepted. The appropriation is for the academic year 1987/88. The funds must be encumbered by contract and expended by June 30, 1988. Failure to encumber funds by the specified date will result in the reversion of the funds.
