HomeMy WebLinkAboutS02-Council Office c r" V .....,/ ,) POLICE ORGANIZATION REVIEW COMMITTEE October 1, 1987 ATTENDEES: Councilwoman Esther Estrada - Chairwoman; Coun- cilman Jess Flores; Councilwoman Norine Miller; Police Com- missioners: Dan Westwood - Acting Chairman, Lloyd Howard, Barbara Nettles, Claude Chumley, Alfred Fletcher; Council Executive Assistant - Phil Arvizo The Committee met with the Police Commission to receive their input, observation and concerns regarding the overall operation of the Police Department. The objective of the Committee was explained to the Commissioners: "The Committee is performing an outside, independent review of the Police Department with the intention of presenting a recommendation to the full Council that will provide the City a more vis- ible, effective and efficient public safety department that gives the citizen more and better service for their tax dollar". The Committee thanked the Commission for their past involvement, updated them on the recent action on the new Police Building, and asked their cooperation in reviewing community based policing, constituent complaints regarding the crime rate and response time by police. The Commission advised the Committee of an early 1984 study they did which would be available in the City Clerk's office. This report covered all the concerns and issues prior to COPs. Staff was asked to provide the Committee all the information available from that report. Additional issues that were discussed: 1. School Crossing Guards - Junior Police Program 2. Neighborhood Watch - Who attends the meetings 3. Sworn/Unsworn Ratios 4. Review of Commission, its powers, possible conflict of interest of members 5. COPs, hours of operation 6. Training - proficiency testing 7. Establishment of standards and goals 8. Priority system on calls received by dispatchers 9. The new police facility 10. Drugs - drug busts 11. Cost of Title 186 "Too many Chiefs, not enough Indians" ,- d~J- c ,......" '-' .,"-", :J The Committee explained that this review was no "witch hunt". It would be a cooperative effort between Committee, Commission, Chief of Police, staff and the public to take advantage of the positives and delete the negatives. The Commission will be provided copies of all correspondence generated through their Chairperson and have an opportunity to review everything and respond to the Committee if they so wish. The Commissioners were asked to present a list of issues and whatever comments they had to the Committee. The Commissioners were unanimously supportive of the Committee and vowed to assist in any way possible. The Committee will be meeting bi-weekly to establish the scope of the review. Once that is determined, with input from the Chief and the Commission, the Committee will recom- mend that public hearings be scheduled to receive input from the citizens of the City.
