HUMANE SOCIETY PROPOSAL FOR OPERATING ANIMAL SHELTER - Considerable discussion took place regarding the proposal from the Humane Society, their request for additional time, the possibility of going out for additional proposals and the status of hiring a new Director of Animal Control. The Committee concluded that enough time had elapsed for all concerned parties and recommended that the Humane Society proposal not be accepted and that the Animal Control function remain with the City. The Committee further recommended that Ms. Debra Biggs be extended as a consultant for an additional thirty days to provide time for review and interview of applicants for the permanent position of Director, Animal Control. 2. ANIMAL CONTROL FEES - The Committee recommended an increase of the Field Service Fee from $6.00 to $10.00. The Committee also recommended an increase in owner release fees as follows: CITY RESIDENTS OTHER DOGS (over 4 mos. age) DOGS (under 4 mos. age) CATS & KITTENS LITTERS (not weaned) DEAD ANIMAL DISPOSAL $8.00 4.00 4.00 8.00 1.00 $10.00 6.00 6.00 10.00 2.00 Staff recommendation of the above fees do not apply to stray animals or persons requesting service for a problem with strays. Residents may bring the animal in at a reduced fee or have Animal Control do the pickup. Animal Control /,,-, /'""" ......... '-' .~ / staff would have latitude to waive certain fees based on the ability of individuals to pay for service. The dead animal disposal fee would apply to veterninarians who use the City's freezer for animals received at their business. <Attached report) 3. LIBRARY BUDGET - The Committee received the attached report. No change in the current policy was recommended. The Finance Director was directed to forward a copy of monthly disbursements to the Council Office each month. The Commit- tee inquired of the City Administrator for any requests from the City Librarian on unmet needs due to current funding policy. The City Administrator stated there have been no requests from the City Librarian on unmet needs due to policy. 4. PARKING DISTRICT BRIEFING The Committee recom- mended this item be referred to the Transportation Committee and the Economic Restructuring Committee (Main Street) for their perusal. The Finance Director was asked to provide the Parking District funding report to the next Ways & Means Committee meeting on October 12. Meeting adjourned. Those fees were field services fees, veterinarian pick-up fees (for dead animal disposal) and owner release charges. We propose that the Ways and Means Committee recommend the following fee struc- ture to the Mayor and City Council. FIELD SERVICES FEES: Prior to July 1986, if this department dispatched a unit to pick up an animal at the owner's request, we collected a "field service pick-up fee" of $6.00 plus an owner release fee (described below). We proposed to reinstate this fee at $10.00. OWNER RELEASE FEE: This fee applies to animals turned in by their owners. Residents would have the opportunity to choose whether we pick the animal up OR they may bring them in to the Shelter for a reduced fee. We do not intend to deny this City service to anyone based on their ability to pay. Ray Schweitzer and Sue operation of the Animal August 17, 1987 Proposal to operate Animal Shelter submitted by the Humane Society. September 15, 1987 Analysis of Humane Society proposal to operate Animal Shelter completed by Jim Robbins, Deputy city Administrator Administrative Services via memo number 8709-1401. No date specified as to when questions he raised should be answered. Statement was made "If the additional information (answers to the above questions) is to be consider- ed, then a response is inappropriate until a decision is made." Questions raised were to be answered by September 22, 1987 per verbal conversation. Later, the Humane Society said it was insufficient time and requested an extension until september 28. On Friday, September 25, they informed the Mayor that they could not make the 28th and needed 2 more weeks. ~b~
