Dear Mr. and Mrs. Abedoi:
At the meeting of the Mayor and Common Council held on
September 21, 1987, a hearing was held concerning a request
from Mr. Stephen Gray to pay a performance bond in lieu of
undergrounding utilities on property located at 911 West High-
land Avenue. During the course of the hearing, it was determined
that Mr. Gray was not the property owner for this parcel and the
City Clerk was instructed to notify the property owners. We
were given your name by our Engineering ~ivision.
Please be present at a public hearing before the Mayor and
Common Council of the City of San Bernardino to be held Monday,
OC,:t.O,beJ;"_~;J,987. at 10:30 a.m., in the Council Chambers of City
Hall, 300 North "0" Street, San Bernardino, California.
For your information we are transmitting some background
information concerning Mr. Gray's request for exemption from
undergrounding requirements.

LegiSlative Review Committee heard Request
that Council exempt undergrounding require-
ments for 357 S. Arrowhead. LRC referred
matter to City Attorney for an opinion and
presentation to full Council on July 20.
July 20, 1987
City Attorney informed Council that Council
sub-committee could not hold hearings.
Mr. Gray was informed that he had ninety
days to pay the fees for undergrounding
utilities at 357 S. Arrowhead. All
building permits for Mr. Gray's projects
are to be withheld until payment received
for undergrounding at 357 S. Arrowhead.
This includes 911 W. Highland Ave.
