Dear Mr. Heller:
At the Council meeting held september 21, 1987, the appeal
hearing regarding your request for a temporary exemption on the
requirement for under grounding utilities for property located
at 455 South "D" street, was continued.
The City Attorney and City Treasurer were directed to pre-
pare a mechanism whereby the City and developer can enter into
an agreement, secured by a deed of trust on the property, for
installment payments over a period of five years toward the cost
of installing underground utilities. It was recommended that a
trustee arrangement be made with a local bank to relieve the
City of the administrative burden of collecting the payments.
The appeal hearing was continued to Mondav. October 5. 1987,
at 10:00 a.m., in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California.
