permits and complete rehabilitation work on properties at

STAFF REPORT
At the August 7, 1987, meeting of the Board of Building
Commissioners (BBC), the property located at 829 West
Spruce Street was declared a public nuisance and
ordered to be demolished within the prescribed appeal period.
Mr. J. Richard Lister appealed the BBC action and at the
September 8, 1987, meeting of the Mayor and Common Council, a
public hearing was scheduled for October 5, 1987, to hear the
appeal.
The property is subject to a foreclosure action which
would revert ownership to the previous property owner,
Mr. J. Richard Lister. In the interest of protecting his
investment, Mr. Lister desires to obtain the necessary
building permits and improve the property. A meeting was
held between the Acting Building and Safety Director and
Mr. Lister on September 1, 1987, summarized in the attached
September 9, 1987, letter. The request to rehabilitate the
property seems earnest but absent authorization from the
Mayor and Common Council, the granting of building permits
does not seem appropriate. However, the Acting Building &
Safety Director does recommend that Mr. Lister be given l80
days to rehabilitate the property.
