Synopsis of Previous Council action:
June, 1987 Allocation of $19,000, from 1987-88 Park Construc-
tion Fee Fund approved.
Recommended motion:
That a finding be made that the replacement of the lighting
system for San-Ri Little League Field is needed for health
and safety reasons.

REQUEST FOR COUNCIL ACTION
STAFF REPORT
The lighting system for this field was installed many
years ago, and the lighting level provided is not in accordance
with current standards. Adequate lighting levels are a neces-
sity for creating a safer playing environment.
Many of the components of the lighting system are
showing evidences of deterioration.' It is difficult to ascer-
tain the structural integrity of these components. Replacement
of the lighting system will remove uncertainties as to the
reliabil ity of thi s system.
Additionally, in Cal ifornia Publ1c Resources Code,
Section 5701, the legislature of the State of California has
made the following pertinent findings:
(b) Community, neighborhood, and regional parks, beaches,
recreational areas, recreational trails, and other recreational
facilities, and the preservation of historic sites and structures
contribute significantly to a healthy physical and moral environ-
ment and also contribute to the economic betterment of the state.
(c) Many older parks and recreational facilities have
deteriorated to the pOint where the original investment in them
may become lost, and prompt action is necessary to restore them
to usefulness.
We recommend that a finding be made that the replacement
of this lighting system is needed for health and safety reasons.
