STAFF REPORT
The proposal is to vacate a portion of an alley located east of "I"
Street and south of Jefferson Street as shown on Attachments "A" and
"B". The alley is a paper alley only and is not improved although
there is a curb cut at "I" Street. The alley is not needed for access
because there is an existing alley located adjacent to the railroad
right-of-way that provides access to the affected parcels. The City
will reserve easements for existing public utilities. The proposed
alley vacation is not in conflict with the Land Use or Circulation
Elements of the General Plan.
The Environmental Review Committee determined, at its meeting of
June 4, 1987, that the proposed alley vacation would not have a signif-
icant effect on the environment. A Negative Declaration was proposed
and received a 10 day public review from June 26, 1987 through July 6,
1987. No comments were received pertaining to the environmental deter-
mination.
The Mayor and Council will consider the required health and safety
findings at their September 21, 1987 meeting, prior to this proposed
action.
