STAFF REPORT
In the fall of 198h, the San Bernardino Police Department applied for a
Career Criminal Apprehension State-of-the-Art Grant. This application was
made to the State Office of Criminal Justice Planning. The total funding
required for the grant was $97,741. One of the grant conditions was that
the 1 oca 1 agency provi de 20 percent of thi s amount in the form of a hard
match (a total of $19,548). This grant provides for, among other things,
video terminals in each of the community contact stations, two terminals at
the County Probat i on Oepartment, and other termi na 1 s used for network i ng
purposes throughout the pol ice facility. The grant also provides us with
over $20,000 of surveillance gear to be used in narcotics enforcement.
At the time the initial grant application was filed with the Office of
Criminal Justice Planning, the City Council was asked to, and did approve,
a reso 1 ut ion agreei ng to cont ri bute the aforement i oned hard match in the
form of cash. This was Resolution Rh-449, dated November 4, 1986.
On February 10, 1987, the department was advised by the Office of Criminal
Justice Planning that our grant was approved for a total of $95,663. The
grant to begin Fehruary 1, J9R7 and end on January 31, 1'l8R. As per our
original application, the City is now required to provide 20 percent of
this grant in the form of a hard match. This 20 percent represents
$19,133.
At the time this grant was initially proposed, it was our intention to
involve State Parole and County Probation in the grant and elicit their
participation in the funding. However, early on in the process, State
Parole advised us they could not participate. The San Bernardino County
Probation Department would like to participate but has no monies available
to assist in the funding. Nevertheless, they are still contained in the
grant application as their participation is essential in making the entire
project work as originally described.
If the City of San Bernardino is unable to provide the hard match
requirement, the entire grant will be forfeited. This will cost us $76,530
worth of hardware targeted, specifically, towards career criminals and
narcotics offenders. This hardware will be essential in our ongoing effort
to combat suppressible crimes and the use of narcotics.
It is requested that the City Council authorize the Finance Oepartment to
transfer funds. in the amount of $19,113 from Pol ice Department salary
savings to our grant account.

SUBMISSION OF A GRANT APPLICATION TO THE OFFICE OF CRIMINAL
3 JUSTICE PLANNING FOR A CAREER CRIMINAL APPREHENSION PROGRAM

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. Recital.
7 A. The City of San Bernardino desires to undertake a
8 certain project designated Career Criminal Apprehension program
9 State of Art Grant to be funded in part from funds made
10 available through Chapter 477, 1985 Statutes, Career Criminal
11 APprehension Program as amended, and administered by the Office
12 of Criminal Justice planning (hereafter referred to as OCJP).
13 SECTION 2. Implementation.
14 A. The Chief of police of the City of San Bernardino is
15 hereby authorized, on behalf of the City of San Bernardino, to
16 submit the attached application for grant funds for law
17 enforcement purposes to OCJP and is authorized to execute the
18 attached Grant Award for law enforcement purposes, including any
19 extensions or amendments thereof.
20 B. The City of San Bernardino agrees to provide all
21 matching funds required for said project (including any
22 extensions or amendments thereof), and that cash will be
23 appropriated as required thereby.
24 C. The City of San Bernardino agrees that grant funds
25 received hereunder shall not be used to supplant expenditures
26 controlled by the City.
27 I. HEREBY CERTIFY that the foregoing resolution was duly
28 adopted by the Mayor and Common Council of the City of San
