Penman, City Attorney-Elect SUBJECT: Upgrading Deputy City Attorney Request for Additional Position positions and DATE: May 14, 1987 (7074) COPIES: Over the past four years, this City has spent an inordinate amount of money on outside attorneys (see attached memos, dated ~0/~3/86 and ~/30/87). It will not be possible for the City Attorney's Office to continue to provide the serv1ces it has been providing without an additional attorney for two reasons: 1. Assumption of in-house litigation; and 2. Increase in code enforcement. We are committed to saving the taxpayers of this City hun- dreds of thousands, if not, millions of dollars over the next four (4) years by defending the City with in-house counsel instead of hiring private outside law firms to carry out the duties vested in the City Attorney by the electorate in the Charter. Additionally, we do not desire to replace the outside law firms with mediocre attorneys. Therefore, we need to upgrade existing positions to insure our ability to recruit and retain the best lawyers available. The matters were discussed, in detail, with the Council Personnel Committee on May 8, 1987, and at previous meetings. Their recommendations are the product of those discussions. I rrSPectf~Y ~approval of those recommendations. ~. PENMAN ~itY-AttorneY-Elect :/III, ,0 PROPOS~~RB~~I~~DA~g::~~~~~~~ciHANGES 1.
