Dur request was made because of our intention to build a three-unit apartment building at 391 4 Severence Avenue. As a strong point in support of our appeal. we would like to introduce ourselves as co-authors of this letter. I. Chuck Pettersen. have lived in San Bernadino for twenty- five years. I attended local colleges and have been a teacher and coach for the San Bernardino City School system for twenty years. I have been head football coach at Cajon High School for the past seventeen years. and Athletic Director the past two years. David Day has been a teacher and coach in San Bernardino for over fifteen years. as well as being actively involved in several local businesses. We think it is safe to say that the major portion of our productive lives has been dedicated to youth and positive San Bernardino growth. We think you can see that our intention is not that of an outside developer coming in and building hundreds of possibly unwanted and unsightly apartment units. We are simply trying to improve our financial position for some time in the future when we will no longer be serving the people of San Bernardino in a field that does not in itself produce the mOSt comfortable retirement. In November of 19B6. we purchased a piece of property at 391 4 Severence Avenue. Dur intention was to rent the existing house and eventually build a triplex at the back of the property. Prior to the purchase. we went to the planning commission to find out if we could obtain the necessary zoning. We were told that the master general plan called for R-3. multiple family residential. Since every lot to the north. all the way to 40th Street. was already R-3 (see transparency provided). and the two lots to our immediate south already had apartments. we did not feel that there would be any problem. In addition. three lots to our north was an existing eight unit apartment complex. At this point. we felt it was safe to expect that after paying the required 1450.00 and submitting the necessary paperwork. our fine City on the Move would grant us the R-3 zoning we needed. This is not said with any facetiousness intended: we truely believe that San Bernardino is a fine city on its way to the top. The Planning Department's primary reason for denial on our zone change request was due to a substandard. narrow street wi th too congested entrance from 40th Street. Dur response to that is simple: it probably needs to be fixed. In fact. we believe that it is already in the near future plan to widen 40th Street from the congested area around Mt. View Avenue (where the old shopping center is being renovated) to Kendall Drive. It seems to uS that with this future plan. and with the curb installation and wideni~ of the street at our property location when we build the triPlex. Severance Avenue will be drastically improved. c G o '"'\ i We would like to add that across 40th Street and east a few yards 'rom Severance is a street called l..orraine Drive. This particular street is at least ten feet narrower than Severance. yet has many apartment and condominium units on it. It is also a dead end street. meaning that congestion there is a far greater concern. It also seems to uS that the function of the Environmental Committee is to be sure that problems will not result from zone changing and increased building. The Environmental Committee did approve our request by saying there would be no significant effects. The requested zone change from R-1-7200 to R-3-3000 is in conformance with the General Plan designation for the site. The.29,acre sj.te is on the west side of Severance Avenue, one lot north of 39th Street. 2. Zoning from the site and surrounding area includes R-3- 3000 to the north, and R-1-7200 for the subject site and the areas south, east, and west. 3. Existing land uses include single-family and multiple family residential uses. The single family homes are well kept with the exception of two which have illegally converted to a duplex and a triplex. A newer apartment complex exists to the north. The remaining dwellings appear to be well established single-family residences. 4. Access to the site is over 39th Street to Severance Avenue. Both streets are substandard in that they are narrow and have no curbs or gutter. The paved width of Severance Avenue is approximately 25 feet. Dirt and gravel shoulders lead to front property lines. The intersection to the north, 40th Street and Severance Avenue, is congested. There is poor vehicular visi- bility from Severance Avenue onto 40th Street. 5. The purpose of the request is for future addition of two or three units to the rear of the single-family home which occupies the lot. To increase the density of residential use on this narrow, hazardous street is not in the interest of the welfare of the neighboring residents. 6. In a memorandum from the Councilman of the ward, Coun- cilman Maudsley, the recommendation received was for denial based on incompatibility with existing homes and extreme traffic congestion in the area. 7. The Environmental Review Committee determined that there were no significant effects and recommended adoption of a Negative Declaration for environmen~al impact.
