CHECKS, VOUCHERS AND SAVING ACCOUNT
WITHDRAWALS.
Synopsis of Previous Commission/Council action:
At the Community Development Commission meeting held on November 4, 1985, Resolution
No. 4816 was adopted designating check signers and cosigners for the Redevelopment
Agency checks, vouchers, and saving account withdrawals.
Resolution designated that Agency checks will be signed by one of the following:
Chairman Evlyn Wilcox or Commission Member Jack Strickler, who respectively serve as
Chairman and Vice-Chairman of the Redevelopment Agency of the City of San Bernardino.

Recommended motion:
MOVE TO ADOPT RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN
BERNARDINO DESIGNATING CHECK SIGNERS AND COUNTERSIGNERS FOR REDEVELOPMENT AGENCY
CHECKS AND VOUCHERS; AND RESCINDING RESOLUTION NO. 4816.

STAFF REPORT
For purposes of conducting the normal day to day banking (checking and savings account
activity) it necessitates the designation of check signers and counter signers.
The attached resolution, if approved, will rescind Resolution No. 4816 and will
designate Evlyn Wilcox, Chairman of the Redevelopment Agency Commission, and
Commission Member as check signers.

WHEREAS, ResolutIon No. 4816 desIgnated that Agency checks wIll be
sIgned by one of the followIng: ChaIrman Evlyn Wilcox or ConInlsslon Member
Jack StrIckler, who respectively serve as ChaIrman and VIce ChaIrman of the
Redevelopment Agency of the CIty of San BernardIno; and
WHEREAS, ResolutIon No. 4964 desIgnated that Agency checks will be
countersigned by one of the fOlloWing: Secretary Glenda Saul or Sandra
Lowder, Mananger of the Redevelopment DIvisIon would sign only In absence of
Glenda Saul In accordance with procedural dIrective.
WHEREAS, the CommunIty Development ConInlsslon now desIres to
provIde for dIfferent counterslgners; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY DEVELOPMENT
c::; COMMISSION OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. All Agency checks shall be sIgned by ChaIrperson Evlyn
WIlcox or by CommIssion Member
SECTION 2. All Agency checks shall be countersigned by
Secretary/ExecutIve Director of the Agency Glenda Saul, or by Sandy Lowder,
Deputy 01 rector of the Redeve I opment Agency and she sha 11 be authorl zed to
sign only In the absence of the Executive DIrector/Secretary. The Executive
DIrector/Secretary shall provide by written Instructions to the Deputy
DIrector for an Internal check-and-balance system between them.
SECTION 3. The use of facsimIle sIgnature for sIgner Evlyn WIlcox
Is hereby ratIfIed as approved by Resolution No. 4765 adopted May 23, 1985,
and the designated depositarIes are hereby authorized and entitled to honor
all checks, drafts, and other orders for payment of money using such facsimile
<::: sIgnature.
