The parcel to the west contains three small detached single family dwellings which share a common garage structure. The parcel to the south is vacant. To the south of the vacant parcel is a single family residential neighborhood. There are single family residences to the east and north and a condominium project on the opposite side of Marshall Boulevard a few hundred feet to the west. 2. zoning to the south is R-1-7200, the parcel on the west is R-3- 1200, the three parcels to the east are R-3-1200, and a large area across Marshall Boulevard to the north is zoned PRD-14 (Planned Residential Development at 14 units per acre). 3. The General Plan designation for the property in question and the surrounding area is Medium Density Residential at 8-14 dwelling units per acre. An R-3-3000 zoning district would be consistent with the Medium Density Residential designation. 4. The proposed zone change would not adversely affect traffic circulation in the area. 5. The parcel exceeds the minimum standards for size and shape of multiple family development sites. 6. At their regularly scheduled meeting on April 9, 1987, the Environmental Review Committee recommended adoption of a negative Declaration for Change of Zone No. 87-5.
