Many of the items appearing on the Council Agenda come through Council Committee recommendations. All of the four standing committees (Legislative Review, Ways & Means, personnel, and RDA) have a backlog of pending items which should be addressed as soon as possible. We have taken it upon ourselves to recommend to the Mayor and Common Council the assignment of members to the various established committees. For the most part, the recommendation retains committee membership for those Coun- cilpersons that have been previously assigned to Committees. However, we are recommending that a committee be formed prior to June l, 1988 to develop a rotation plan so that all members may participate in the various committees. We are further recommending that some of the existing committees be deleted and that several be combined. In all probability new committees will be formed during the year to consider different projects and concepts that are presented to us.
