It will be necessary to increase refuse collection fees by 15\ - 20\ in order to
pr:oduce the shortfall required bet_ revenue and expenditures. Refuse rates
haw not been raised since 1983, and the increase should probably have occurred
1ut year.
Based on figures available, estimated revenue for 1986-87 should be approximately
$4,984,000, u QppO'~ed to projected expenditures of appcoximate1y $5,900,000.
'1'he Department's 1986-87 Budget was balanced by UI!Iing the Refuse Fund reserve.
'1'he balance in the reserve on July 1, 1986, was $1,173,279: the SID of apprOximately
$916,000 has been UI!Ied to offset the known difference bee-t current revenue and
expected expenditures for 1986-87.
Additional costs during 1986-87, chief anlOI19 which was an in~ in the COUnty
Landfill ~ing fee from $6.00 per ton to $8.60 per ton,required the use of the
additional reserve funds. If the total amount remaining in the reserve were to
be applied toward the 1987-88 Budget (and exhaUl!lting the reserve is not r~.,ded),
there would still be a shortfall of more than $375,000.

These propoeed rate increases will be on the COuncil Agenda for the meeting of
May 18,1987, to set a public hearing (and adoption) on June 1st, with an effective
date of July 1, 1987. Since the Water Department is on a daily billing basis,
and bills in arrears, the rate increases will start producing additional revenue
about the middle of Auguet (figures 10; months .... $488,726). If the rate increase
were to be in effect for the entire year, the revenue increase would be $570,000.

AND AMBNDMENTS THERETO.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:

SECTION 1.
The fees and charges set forth herein shall
apply to refuse collection services provided by the City.
SECTION 2.
A minimum twenty-five dollar ($25.00) deposit
shall be required for each new commercial refuse account.
Said
deposit must be paid prior to the City commencing refuse collection
service.
This deposit shall be retained by City and applied
to any closing bill upon termination of service.
Any excess
amount above the closing bill shall be refunded.
14 SECTION 3. Collection and Disposal of Refuse - Single Family
15 Residences. For collection and disposal of refuse the owner,
16 or authorized agent, of any single-family residential premises,
17 or portions th'ereof., 1 :lcated within the territorial limi ts of
18 the City of San Bernardino, shall pay the following fees:
19 $7.00 per month for regular curbside or alley service,
20 $7.60 per month for service where containers must be
21 removed from below ground level.

14 (b) All fees pursuant to this Section shall be reviewed
15 periodically and, on the basis of findings, monthly fees shall
16 be adjusted to maintain conformance with the fee schedule set
17 forth in Subsection (a) above, except that monthly fees shall
18 not be adjusted in relation to temporary variations of refuse
19 due to seasonal factors, where such variations from the average
20 do not extend beyond a three-month period.
21 (c) When a City-owned bin is requested for use on a temporary
22 basis, a special delivery charge of ten dollars ($10.00) shall
23 be made for each such bin, in addition to the regular monthly
24 bin rental fee: said monthly rental fee shall be prorated for
25 the period of such use, in increments of not less than one (1)
26 week. A service fee equal to twenty-five percent (25') of the
27 regular monthly collection and disposal fee for the size of
28 bin so-utilized shall be charged for each time the bin is serviced.

SECTION 8. Collection and Disposal of refuse utilizing
compaction-type containers and commercial drop-bodies.
(a) When the service performed by the City is the collection
and disposal of refuse placed for collection in City-approved
compaction-type containers or commercial drop-bodies, having a ca-
pacity of 10, 20, 30 or 40 cubic yards, the fee for each time
of collection shall be as listed below. A monthly rental fee
shall be charged for the use of City-owned containers and shal1

(b) In the event the City.js .required to 'pay~ disposal
charge for construction material, or other refuse which is
classified as "Hard to Handl."; the amount of any such additional
disposal charge, or for weight charges in excess of eight (8)
tons, shall be a debt of the customer and shall be added to
the base fee due the City.
SECTION 9. The Director of Public Services, upon request,
may provide for the special collection and removal of refuse
from any place or premises at any time, in addition to or beyond
10 the regular collection service sChedule, or in a manner different
1] from normal collection practice and procedures. The rate for
12 any such special service shall be thirty dollars ($30.00) per
13 hour with a minimum charge of seven dollars and fifty cents
14 ($7.50).
15 SECTION 10. All fees and charges set forth in this resolu-
16 tion shall be collected monthly.
17 SECTION 11. Any service for the collection and ~isposal
18 of refuse as set forth in this resolution may be discontinued
19 by the Director of Public Services if any fees or charges, as
20 levied herein, are not paid within ninety (90) days from the
21 date said assessment is billed.
22 SECTION 12. The Mayor and Common Council may exempt from
23 the fee provisions and charges of this resolution certain non-
24 profit events in the pUblic interest. The exemption shall be
25 subject to any conditions imposed by the Director of Public
26 Services.
27 SECTION 13. The Director of Public Services may provide
28 collection and disposal service without charge in emergency

1 situations and when, in the opinion of the Director, such action
2 is nec..sary to correct fire hazards, or other conditions which
3 present an i_inent threat to health and safety.
4 SECTION 14. Resolution No. 83-245 and amendments thereto
5 and any other resolution in conflict herewith are hereby repealed.
6 SECTION 15. This resolution shall be effective

REFUSE RATES--INFLATIONARY COSTS REQUIRING INCREASES
EFFECTIVE JULY 1, 1987
It is necessary to increase refuse collection rates for the
first time since 1983 in order to meet the shortfa11 between rev-
enue and projected expenditures.
The proposed increases are mod-
est compared to some of the major cost-centers which affect this
,
particular City service. Some of these cost-center increases
are shown on the accompanying chart.
City of San Bernardino rates, even with the proposed increas-
es (residential from $6.10 to $7.00monthly) are stilI lower than
the rates for service provided elsewhere in the area. The reason
for this is basic--San Bernardi~o's service is municipal1y-owned
and therefore has no need to generate a profit over and above the
capital equipment and operating costs. While there has been some
support through the years for a modest annual increase (similar
to the manner in which private hauler rates are increased in the
county) the City has elected not to follow this course and to in-
crease rates only when current expense so-demands.
Refuse Fund
Reserves, built up over the years were used to balance last fis-
ca1 year's budget. This will not be possible for 1987-88, and
the requested increase is therefore a necessity.
Since 1982-83, the budgeted expenses of the Refuse Division
have increased from $3,396,084 in 1982-83 to $5,445,633 (proposed)
for 1987-88....an increase of 16.03%.
The requested increases
before you at this time are predicated on "known current" costs.
No contingency amount is included.
No reserve amount is includ-
ed, no set-asides for transfer station construction, etc.

STAFF REPORT
The City of San Bernardino's refuse collection fees have not been increased
since 1983. In the interim, there have been increases in the dumping fees
at County 1andfill sites as well as inflationary increases in the costs of
labor, parts and equipment, refuse containers and other operating materials,
services and supplies.
In order to maintain present service levels, it is necessary that fees be
increased effective July 1, 1987. Resolution 83-245 establishing the fee
structure has been ~nded from time-to-time to accomodate the need for
increased revenue; however, the bases for assessing the fees are outdated
and in need of revision. The attached resolution clarifies certain Sections
which have been sources of confusion to both staff and the public in the
administration of the fee structure.
The attached memorandum addressed to the City Administrator contains addi-
tional details regarding the necessity for the increases reccxrmended.

DETERMINING THE FEES AND CHARGES TO BE CHARGED FOR THE COLLECTION
3 AND DISPOSAL OF REFUSE, AND REPEALING RESOLTUION NO. 83-245
AND AMENDMENTS THERETO.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. The fees and charges set forth herein shal1
7 apply to refuse co11ection services provided by the City.
8 SECTION 2! A minimum twenty-five dol1ar ($25.00) deposit
9 shall be required for each new commercial refuse account. Said
10 deposit must be paid prior to the City commencing refuse collection
11 service. This deposit shall be retained by City and applied
12 to any closing bill upon termination of service. Any excess
13 amount above the closing bill shall be refunded.
14 SECTION 3. Collection and Disposal of Refuse - Single Family
15 Residences. For collection and disposal of refuse the owner,
16 or authorized agent, of any single-family residential premises,
17 or portions t:h.ereaf, located within the territorial limits of
18 the City of San Bernardino, shall pay the fol10wing fees:
19 $7.00 per month for regular curbside or alley service,
20 $7.60 per month for service where containers must be
21 removed from below ground level.

14 (b) All fees pursuant to this Section shall be reviewed
15 periodically and, on the basis of findings, monthly fees shall
16 be adjusted to maintain conformance with the fee schedule set
17 forth in Subsection (a) above, except that monthly fees shall
18 not be adjusted in relation to temporary variations of refuse
19 due to seasonal factors, where such variations from the average
20 do not extend beyond a three-month period.
21 (c) When a City-owned bin is requested for use on a temporary
22 basis, a special delivery charge of ten dollars ($10.00) shall
23 be made for each such bin, in addition to the regular monthly
24 bin rental fee: said monthly rental fee shall be prorated for
25 the period of such use, in increments of not less than one (1)
26 week. A service fee equal to twenty-five percent (25%) of the
27 regular monthly collection and disposal fee for the size of
28 bin so-utilized shall be charged for each time the bin is serviced.

SECTION 8. Collection and Disposal of refuse utilizing
compaction-type containers and commercial drop-bodies.
(a) When the service performed by the City is the collection
and disposal of refuse placed for collection in City-approved
compaction-type containers or commercial drop-bodies, having a ca-
pacity of 10, 20, 30 or 40 cubic yards, the fee for each time
of collection shall be as listed below. A monthly rental fee

1 (b) In the event the City is required to pay a disposal
2 charge for construction material, or other refuse which is
3 classified as "Hard to Handle"; the amount of any such additional
4 disposal charge, or for weight charges in excess of eight (8)
5 tons, shall be a debt of the customer and shall be added to
6 the base fee due the City.
7 SECTION 9. The Director of Public Services, upon request,

8 may provide for the special collection and removal of refuse
9 from any place or premises at any time, in addition to or beyond
10 the regular collection service schedule, or in a manner different
1] from norma 1 collection practice and procedures. The rate for
]2 any such special service shall be thirty dollars ($30.00) per
13 hour with a minimum charge of seven dollars and fifty cents
14 ($7.50).
15 SECTION 10. AIl fees and charges set forth in this resolu-
16 tion shall be collected monthly.
17 SECTION 11. Any service for the collection and disposal
]8 of refuse as set forth in this resolution may be discontinued
19 by the Director of Public Services if any fees or charges, as
20 levied herein, are not paid within ninety (90) days from the
21 date said assessment is billed.
22 SECTION 12. The Mayor and Common Council may exempt from
23 the fee provisions and charges of this resolution certain non-
24 profit events in the public interest. The exemption shall be
25 subject to any conditions imposed by the Director of Public
26 Services.
27 SECTION 13. The Director of Public Services may provide
28 collection and disposal service without charge in emergency

1 situations and when, in the opinion of the Director, such action
2 is necessary to correct fire hazards, or other conditions which
3 present an imminent threat to health and safety.
4 SECTION 14. Resolution No. 83-245 and amendments thereto

It will be necessary to increase refuse collection fees by 15' - 20' in order to
produce the shortfall required between revenue and expenditures. Refuse rates
have not been raised since 1983, and the increase should probably have occurred
last year. ,
Based on figures available, estimated revenue for 1986-87 should be approximately
$4,984,000, as opposed to projected expenditures of approximately $5,900,000.
The Department' s 1986-87 Budget was balanced by using the Refuse Fund reserve.
The balance in the reserve on July 1, 1986, was $1,173,279: the sum of approximately
$916,000 has been used to offset the known difference between current revenue and
expected expenditl1res for 1986-87.
Additional costs during 1986-87, chief am:xlg which was an increase in the County
Landfill dumping fee from $6.00 per ton to $8.60 per ton,required the use of the
additional reserve funds. If the total amount remaining in the reserve were to
be applied toward the 1987-88 Budget (and exhausting the reserve is not recoamended),
there would still be a shortfall of more than $375,000.

These proposed rate increases will be on the Council Agenda for the meeting of
May 18,1987, to set a public hearing (and adoption) on June 1st, with an effective
date of July 1, 1987. Since the Water Department is on a daily billing basis,
and bills in arrears, the rate increases will start producing additional revenue
about the middle of August (figures 10~ months .... $488,726). If the rate increase
were to be in effect for the entire year, the revenue increase would be $570,000.

SECTION 6.. (a) When the service performed by the City is

(e) Whenever a three or four cubic yard bin is requested for
18 use on a temporary basis, a special delivery charge of ~en dollars
19 ($10.00) shall be made in addition to the regular monthly bin
20 rental rate, which said rental rate shall be prorated for the
21 period of such use in increments of not less than one week. A
22 service fee of ten dollars ($10.00) per pickup shall be charged
23 for each time said bin is serviced.

SECTION 7. The Public Services Superintendent may provide
2S for the special collection and removal of garbage or: rubbish from
26 any place or premises at any time in addition to or beyond the
27 regular collection service schedule, or in a manner differcnt from

SECTION 10. The Mayor and Common Council may exempt from the
rate provisions and charges of this resolution certain nonprofit
events in the public interest. The exemption shall be subject to
any conditions imposed by the Superintendent of Public Services.
SECTION 11. The Superintendent of Public Services may
provide emergency service without charge in emergency situations
when necessary to correct fire or health hazards or other
emergencies.
SEC~ION 12. Resolution No. 13570 and amendments thereto and
any othel- resolution in conflict herewith are hereby repealed.

It will be necessary to increase refuse collection fees by 15' - 20' in order to
produce the shortfall required between revenue and expenditures. Refuse rates
have not been raised since 1983, and the increase should probably have occurred
last year. '
Based on figures available, estimated revenue for 1986-87 should be approximately
$4,984,000, as opposed to projected expenditures of approximately $5,900,000.
The Department's 1986-87 Budget was balanced by usinq the Refuse Fund reserve.
The balance in the reserve on July 1, 1986, was $1,173,279: the S\llll of approximately
$916,000 has been used to offset the known difference between current revenue and
expected expenditures for 1986-87.
Additional costs during 1986-87, chief among which was an increase in the COunty
Landfill dumping fee from $6.00 per ton to $8.60 per ton,required the use of the
additional reserve funds. If the total amount remaining in the reserve were to
be applied toward the 1987-88 Budget (and exhausting the reserve is not recoamended),
there would still be a shortfall of more than $375,000.

These proposed rate increases will be on the Council Agenda for the meeting of
May 18,1987, to set a public hearing (and adoption) on June 1st, with an effective
date of July 1, 1987. Since the Water Department is on a daily billing basis,
and bills in arrears, the rate increases will start producing additional revenue
about the middle of August (figures 10~ months .... $488,726). If the rate increase
were to be in effect for the entire year, the revenue increase would be $570,000.
