STAFF REPORT
Bids for providing landscape maintenance for Seccombe Lake were
opened at 2:00 p.m. on Tuesday, 6-02-87.
A total of 5 bids were received, ranging from $53,400.00 to
$98,900.00. An Engineer's Estimate was not available. However,
the low bid of $53,400.00 is 23.6% under the previous low bid of
$70,128.00.
Funds have been included in the proposed Parks, Recreation and
Community Services 1987-88 Budget, under Account No. 001-388-
53150, "Professional/Contractual Services," to finance the cost
incurred for this contract.
Annie Ramos, Oirector of Parks, Recreation and Community Services,
has reviewed the bids and recommends that a contract be awarded
to the low bidder.
We concur with this recommendation.

RESOLUTION NO.
2 RESOLUTION OF THE CITY OF SAN 8ERNARDINO AWARDING A
CONTRACT TO J & R LANDSCAPE MAINTENANCE COMPANY, INC. FOR
3 MAINTENANCE OF LANDSCAPING AND IRRIGATION SYSTEM IN SECCOMBE LAKE
STATE URBAN RECREATION AREA.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. J & R Landscape Maintenance Company, Inc.
7 is the 10west,responsib1e bidder for maintenance of landscaping
8 and irrigation system in Seccombe Lake State Urban Recreation Area,
9 in accordance with Plan No. 7172, for the total amount of
10 $53,400.00, and a contract is awarded to said bidder accordingiy,
11 but such award shall be effective only upon the contract being
12 fully executed by the parties; ail other bids therefor are hereby
13 rejected; and the Mayor is hereby authorized and directed to
14 execute said contract on behalf of the City; a copy of the contract
15 is attached hereto, marked Exhibit "A" and incorporated herein by
16 reference as fu~ly as though set forth at length.

SECTION 2. This contract and any amendments or
18 modifications thereto shall not take effect or become operative
19 until fully signed and executed by the parties and no party shall
20 be obiigated hereunder until the time of such full execution. No
21 oral agreements, amendments, modifications or waivers are intended
22 or authorized and shall not be implied from any act or course of
23 conduct of any party.
