STAFF REPORT
The Mayor and Common Council are holding workshops and
working towards adoption of the final budget for fiscal year
1987/88. The final Budget will not be completed and adopted
prior to July 1, 1987. In order to continue day to day
operation of City activity, a Budget must be in place. The
adoption of the preliminary Budget as an interim Budget
allows for continued day to day operations until the final
Budget is adopted.
The resolution restrains expenditures to 1986/87 levels. The
preliminary Budge~ also sets out the following constraints:
(1) only vacanC1es specifically approved by the City
Administrator may be filled; (2) only equipment and capital
purchases specifically identified as emergencies and approved
in writing by the City Administrator may be purchased.
Alternatives for consideration:
1. Adopt resolution approving and adopting the pre-
liminary Budget with conditions for fiscal year
1987/88.
2. Not adopt resolution and require all proposed
actions come before the Mayor and Common Council
for approval at each meeting until final Budget is
adopted.

RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING AND
ADOPTING THE PRELIMINARY BUDGET OF SAID CITY FOR THE FISCAL YEAR
1987-1988.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That certain document entitled "1987-1988
Preliminary Budget," as amended and conditioned by orders of the
Mayor and Common Council, on file in the office of the City Clerk
is hereby approved and adopted as the preliminary budget of said

City for the 1987-1988 fiscal year effective July 1, 1987.

SECTION 2. Any expenditures in excess of the expenditures
limits approved in the 1986-1987 fiscal year budget shall be

subject to the approval of the City Administrator.

I HEREBY CERTIFY that the foregoing resolution was duly
